Area Programme Manager

What you will do:

  • Role and responsibilities: The Area Programme Manager (APM) supports program design and is responsible for the implementation of integrated, high-quality programmes and represents NRC in all programmatic coordination forum, as delegated by the Area Manager.

Key objectives for this role include:

  • Line management for CC project managers
  • Compliance and adherence to NRC policies, guidance and procedures
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area office
  • Provide area specific input relevant for CC strategies
  • Compliance to donor standards, and grant management and regular reporting to donor in Area

Specific Responsibilities:

  • Deputize for the Area Manager (AM) in the intervention area; the APM works closely with the Area Support Manager in the coordination of operations in the intervention area;
  • Representation at the sector coordination level, in emergency meetings, and in sector-level working groups in the absence of PM or Coordinator
  • Ensure that NRC resources are used in accordance with humanitarian principles in the region

Programme Design

  • In consultation with Project Managers, partners, and Specialists, maintain a watching brief on humanitarian need and oversee needs assessment in the area of operations.
  • Support the Specialist and PDM in writing program concept notes and proposals.

Programme Implementation

  • Responsible for the implementation of the program with high quality with a cost-effectiveness ratio targeting beneficiaries most in need of protection.
  • Responsible for managing grant launch and closing meetings at the area level; accountable for activity planning and spending plans.

Staff Management

  • Line management of staff in line with NRC procedures, ensuring NRC is a great employer to work for.
  • Capacity building, coaching and mentoring of colleagues to ensure performance and growth.
  • Create and maintain a positive environment in which to work.

Generic professional competencies: 

  • Bachelor’s degree in social sciences or relevant field.
  • Minimum of 5 years of experience in a management position in a humanitarian/recovery context.
  • Experience working in complex and volatile contexts.
  • Expertise in key competencies.
  • Proven results on the responsibilities of the position.
  • Knowledge of own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Excellent cross cultural communication skills.
