What we are looking for:
An experienced Area Programme Manager who will lead the implementation of integrated programmes and represent NRC at coordination forums as relevant at Area Office (AO) level.
What you will do:
- Line manage the Core Competency (CC) Project Managers and Coordinators and ensure capacity building of all programme staff.
- Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area Office (AO).
- Provide area specific input relevant for CC strategies and contribute to develop technical SOPs and tools.
- Responsible for grants management at AO level, in compliance with donor regulations, and in coordination with Country Office (CO).
- Identify funding opportunities and contribute to developing funding strategies and project proposals.
- Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
- Work in close collaboration with the Head of Programme, CC Specialists, and other programme support staff at CO to review roles and transfer responsibilities for project implementation team, and budget holders at AO in line with NRC CO operating procedures.
- Take on and lead the emergency response in Gaza in close coordination with the NRC global ERS, support units and the program unit at CO.
- Contribute to the emergency setup through appropriate stakeholder engagement and needs analysis, with an integrated program approach.
- Explore opportunities to increase NRC’s emergency response capacity through recruitments, contingent workers, surge and partnerships.
- Represent NRC in sectorial coordination, clusters and/or working group meetings when required.
- Build team capacity through mentoring, coaching and provision of appropriate training when resources are available.
- Travel regularly to field sites to oversee operations and monitor programming.
- Deputize the Area Manager when required.

What you will bring:
- Minimum Bachelor’s degree in a relevant field of study. Master’s degree is an added advantage.
- Minimum 4 years’ experience from a management position in a humanitarian/ recovery context
- Significant previous experience from working in complex and volatile contexts. Sound knowledge of the Palestinian context is highly desirable.
- Experience implementing emergency/rapid response programming and access negotiation.
- Strong proposal writing skills with knowledge of donor requirements and compliance rules.
- Previous experience living and working in Gaza desirable.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Advanced computer skills, especially in MS Office; Word, Excel, Power Point and Outlook
- Fluency in English both written and verbal. Knowledge of Arabic is desirable.
What we offer:
- Duty station: Gaza, Palestine
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 10% of the time to NRC operational areas)
- Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
