POSITION SUMMARY
Guided by the World Concern global strategic plan, the Regional Finance Officer (RFO) provides technical support to World Concern Country Offices (CO) in Asia and Haiti, in the areas of accounting, finance, budgeting, reporting and analysis and compliance. The RFO helps develop and implement financial systems and procedures to ensure transactions are compliant, accurate, timely and informative. The RFO supports the International Finance Director (IFD) in providing technical supervision of key CO finance staff.
ESSENTIAL FUNCTIONS

DUTIES
Leadership
- Provide day-to-day technical support to CO Finance and participate in discussion concerning projects and financial decisions
- Identify and propose improvements and modifications in the aspects of CO/Area Office finance and compliance; make recommendations for remediation of any identified problems and follow up to assess results in consultation with the IFD
- Provide training and mentoring to staff on World Concern financial policies and procedures, financial best practices, and effective internal controls in coordination with the IFD & CO Finance leads
- Work with the IFD on initiatives and/or projects that improve the effectiveness & efficiency of CO financials
Finance & Accounting
- Responsible for reviewing and submitting CO financial reports to IFD, meeting the required monthly deadlines
- Assist in preparation and consolidation of Cash requests from CO and submit for review to the IFD
- Assist in budgeting processes for World Concern CO; provide direct support to CO in developing budgets for new projects submission to institutional donors
- Assist CO Finance Leads in the review of donor financial reports; verify all these reports are reconciled with World Concern cumulative project financial reports (HQ financials)
- Assist CO Finance Leads in the reconciliations of all balance sheet accounts monthly and ensure timely completion; work with CO Finance Leads on addressing outstanding reconciling items to clear them on the financials within reasonable time
- Extend assistance in the preparation of PIE Report reconciliation and other related financial analysis
- Assist CO Finance Leads on reviewing journal entries and complete any adjusting entries as necessary, including but not limited to, time and effort allocation entries
- Provide support in trouble-shooting situations, regarding day-to-day financial operations and training as needed
Compliance
- Ensure all financial documents comply with requirements for supporting documentation, following World Concern financial procedures. Ensure that all additional documents are obtained, and all procedures required by U.S. government grants and other donor requirements are followed as applicable
- Coordinate with CO in providing requested documentation of World Concern headquarters for the organization’s annual audit, meeting deadlines as stipulated
- Support the CO Finance in liaising with external auditors as required and assist with the completion of the management letter for final review & approval of the IFD
- Work with CO Finance Leads to ensure financial information and documents are properly backed-up in compliance with the required retention policies of the organization and respective government
- Assist CO Finance Leads on the completion & review of partner financial assessments for identified local/project partners. Ensure that due diligence has been done appropriately
- Assist IFD on the regular financial capacity assessment of each CO in Asia & Haiti

EDUCATION
- Bachelor’s degree in Accounting or equivalent
EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES
- Five years accounting and financial management experience in a business and/or non-profit organization, with at least three in a leadership role, including oversight of staff, budget development & management, and internal control/systems management
- Demonstrated ability to read, write and speak English at an advanced level
- Problem solving capabilities and ability to work independently while staying aligned with the culture and strategic direction of the organization
- Ability to work efficiently with people from diverse backgrounds

SOFTWARE / EQUIPMENT KNOWLEDGE
- Working knowledge of accounting software packages and Microsoft Office
OTHER CONSIDERATIONS
- Flexibility in working hours
- Requires at least 15% travel to different offices
- Ability to work and travel in challenging living conditions. Field locations are often in remote areas without basic infrastructure (roads, power, water, hospitals); must be able to endure hardships of heat, basic shelter and rough roads for periods of up to two weeks
