It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at-risk individuals aged 12+ and their families every month. YSB employs 350 caring professionals in a unionized environment in over 26 locations across Ottawa.Under the direction and immediate supervision of the Director of Youth Justice Services the Assistant Director of Clinical Services is one of four members of the senior leadership team within our Youth Justice Service area, along with the Director of Youth Justice Services, Assistant Director of Operations and Assistant Director of Programs and Services.Position PurposeThe Assistant Director of Clinical Services is a part of the management team of Youth Justice Services and is responsible within the scope of the position to ensure the provision of the highest quality of services to clients of YSB. The Assistant Director of Clinical Services is responsible for the effective development, implementation and delivery of client programs regarding the case management needs of youth. As part of the management team, the Assistant Director of Clinical Services: provides clinical support to the Coordinators and assists in coordinating case management; directly supervises the Community Justice Team; oversees individual clinical case management and provide support to clinical staff and team in their delivery of therapeutic services to high risk adolescents at both William E. Hay (WEH) & Sherwood. Other responsibilities include liaising with community agencies, (i.e. school, police, probation services), using a multidisciplinary team approach to treatment.Additionally as a member of the senior management team of YSB, the Assistant Director of Clinical Services also has responsibilities related to strategic planning and implementation, finding opportunities for linkages and integration of youth justice services with other YSB program areas; participating on an ongoing basis in the implementation of sound human resources planning, assisting with the identification and implementation of new or revised YSB policies and procedures, representing all YSB services externally as required and supporting fundraising, advocacy and communications strategies.Principal Duties:Managerial

  • In the absence of the Director and the Assistant Director of Operations, assume responsibility for the operational requirements of Sherwood and WEH facilities
  • Ensure effective performance management by providing direct supervision and support to Youth Justice Coordinators, the Community Justice Team including the Mental Health Court Worker, Case Managers, Social Worker, Youth and Family Counsellor, Reintegration Worker, and Transitional Youth Worker, placement students and any other position that may be assigned.
  • Ensure completion of annual employee performance review and work plan for assigned staff.
  • Ensure effective recruitment, orientation, supervision, evaluation, training and performance management of Youth Justice personnel.
  • Initiate, plan and implement training opportunities for justice staff.
  • Interpret provincial policy directions and develop appropriate procedures within Youth Justice Services as appropriate.
  • Assist in the management of other Youth Justice Programs as delegated by Program Director.
  • Liaise with other services within YSB and within the community and participate in meetings as required.
  • Participate in system change initiatives related to youth justice from a clinical perspective.
  • Regularly scheduled on call services may be required.

Administrative

  • Ensure that administrative documentation is up to date and in compliance with Ministry and YSB policy and standards.
  • Support preparation for licensing and accreditation as required.
  • Ensure client files both electronic and physical are maintained and current within established guidelines.
  • Assist with the administration of program budgets and accounts for spending.
  • Ensure QA reports are completed as required.
  • Assist in development of and review of service contracts, funding applications, etc.
  • Assist Program Director to respond to ministry requests and questions as required.
  • Provide oversight to acquisition processes and ensures completion of annual inventory control reports.

Clinical

  • Ensure programs are in place to provide long term care of clients including but not limited to the development of plans of care to ensure the needs of clients are met. This includes overseeing and monitoring clinical components of admission, case management, re-integration & discharge planning.
  • Contribute to program development to ensure programs are delivered in accordance with best / promising practices in the field and delivered consistently throughout the facility.
  • Oversee implementation of regular and ongoing life skills programming for youth.
  • Determine level of risk, recommend or remove suicide watches for youth in programs.
  • Contribute to the development and monitoring of outcome measurements within programs.
  • Responsible for compliance to overall standards issued by the province and bureau.
  • As required, oversee a thorough clinical assessment and develop comprehensive counselling plan.
  • Collaborate and network with community agencies as appropriate and as requested.
  • Participate in training to ensure ongoing development of skills and abilities.

Job Specifications/Qualifications:

  • Degree in social work, RSW and active member of the College of Social Workers; Degree in counselling and member in good standing of CRPO
  • Minimum of five years demonstrated experience in individual counseling from an evidence-based perspective with a child/adolescent high risk population including adolescents with serious mental health issues, violent and aggressive behavior
  • Minimum of 5 years in supervisory role
  • Extensive experience working with & in residential teams particularly with an adolescent population
  • Demonstrated ability to work as part of a multidisciplinary team and to assess needs for multidisciplinary supports and other resources
  • Thorough knowledge of various therapies and their application to client programming in youth justice, including Evidence Based Practices, and harm reduction
  • Familiarity and knowledge of Youth Justice System including services available through the provincial ministry divisions and other community resources
  • Experience in management within a unionized environment
  • Proven organizational, administrative and interpersonal abilities
  • Demonstrated decision making and problem-solving skills
  • Demonstrated leadership ability
  • Proven written and verbal communication skills
  • Demonstrated ability to understand and work within broader youth justice and community service provider systems
  • Oral and written fluency in English essential, Fluency in French considered an asset
