ASSISTANT HUMAN RIGHTS OFFICER (INDICATORS)

Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Mexico City, Mexico. The incumbent reports to the Deputy Representative.
Responsibilities
Within delegated authority, the Associate Human Rights Officer (Indicators) will be responsible for the following duties: • Researches and collects information pertaining to human rights matters, including the definition of proposals for improving data collection systems and data collection practices in Mexico. • Drafts a variety of reports and correspondence relating to human rights matters, including the development of human rights indicators. • Maintains awareness of current human rights issues, including relevant political and legal developments. • Assists with human rights training programmes for national authorities and representatives of civil society in order to generate human rights indicators and promote and disseminate a) OHCHR’s indicators framework; b) indicators produced by state institutions; c) best practices and lessons learned in the process of elaborating human rights indicators. • Assists in the reviews of human rights issues, in order to support the definition of methodological proposal for measuring human rights and the adoption and implementation of OHCHR’s indicators framework. • Assists in promoting efforts to disseminate results from the implementation of indicators and strengthen resource mobilization. • Participates in discussions with relevant authorities and other influential actors involved in the development of human rights indicators to promote the adoption and implementation of OHCHR’s indicators framework. • Assists his/her supervisor in liaising with the United Nations Country Team, particularly in compiling the results of the programme components as contained in the UNSDCF (United Nations Sustainable Development Cooperation Framework), participating in the results groups, and measuring the level of implementation of international recommendations received by Mexico. • Prepares preliminary versions of speeches, presentations, and communications issued by the Representative of OHCHR-Mexico. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
For candidates who hold a first level university degree (Bachelor’s degree or equivalent), a minimum of two (2) years of experience in human rights, political affairs, international relations, law or related area is required. No experience is required for candidates who hold an advanced university degree (Master’s degree or equivalent). Experience working on statistics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Spanish and English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
