Associate Accountant

The Financial Management Section is responsible for managing the accounting, financial and budgetary operations of regular and extrabudgetary resources entrusted to ITC, in accordance with the Financial Regulations and Rules of the United Nations to support the delivery of ITC’s programme of work.

Responsibilities

  • Reviews, approves, reconciles and processes a range of accounting transactions on a regular and recurring basis.
  • Approves/Confirms that proposed obligations or expenditures for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
  • Responsible for the issuance and control of petty cash funds, to ensure compliance with the UN Financial Regulations and Rules.
  • Reviews requisitions generated by the ERP system for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Assists with the administration s and monitoring of extra-budgetary resources, including review of requests for awards of grants to/agreements with implementing partners and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assists in the review of consolidated Headquarters and field accounts.
  • Assists in ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Researches and analyses information needed to respond to audit findings. 
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Assists in the review and approval of implementing partner expenditure reports
  • Performs other related duties as required.

Requirements:

  • A first-level university degree in business administration, finance, accounting or related field.  Note: An advanced degree (Masters or equivalent) in business administration, finance or a related field may be considered in lieu of the
  • A minimum of two years of experience in accounting, finance, budget, administration is required.   
  • Experience of Financial and Budget Management in the UN context is desirable. 
  • Experience in reviewing implementing partners’ expenditure reports and verifying supporting financial documentation is desirable.
  • For the position(s) advertised, fluency in English is required.
