Role Summary

Join us in driving digital innovation at the Ministry of Revenues in Ethiopia as the Associate, Digital Transformation. Are you committed to driving positive change in government and contributing to Ethiopia’s development?

The Associate will work with the Digital and Tech Transformation team in the TBI Ethiopia Office supporting the Ministry of Revenues (MoR) to design, implement, and monitor priority digital initiatives that contribute to Ethiopia’s economic development agenda.

In this role, you will help drive the development of a short-term Digital Transformation Roadmap, manage vendor relationships for a tax-related digital system rollout, and identify opportunities for data-driven decision making and improved data governance. Furthermore, you will play a key role in contributing to building capacity within the Ministry for sustained and effective digital service delivery. 

You will report to the Senior Advisor, Digital Transformation and collaborate with diverse government stakeholders, TBI teams in Ethiopia, and global colleagues across the Institute to ensure that the Ministry achieves its digital transformation ambitions.

This is a hands-on position that requires strong project management skills, analytical thinking, and an ability to thrive in a fast-paced, results-oriented environment.

This is a full-time, 12 months contract based in Addis Ababa, Ethiopia with the possibility of extension. The Associate is expected to work primarily at the TBI Ethiopia Office and at client offices as required. This position is open to Ethiopian Nationals only.

The key responsibilities of this role will include;

Perform research, and analysis and contribute directly to the development of a Short-Term Digital Transformation Roadmap

• Engage with MoR leadership and TBI colleagues to identify and support the prioritisation of digital initiatives that can deliver rapid impact, ensuring clear timelines, resource requirements, and success metrics are defined.
• Contribute to the development of a short-term Digital Transformation Roadmap aligned with the Ministry’s priority projects and goals for enhancing revenue tax collection.
• Prepare and present quarterly progress reports to TBI and the Ministry of Revenues, outlining key achievements, lessons learned, and next steps.

Support Capacity Building on Digital Transformation

• Support the team to conduct a digital skills assessment within relevant MoR teams.  
• Work closely with the Project Leads and relevant Advisors to develop a comprehensive capacity-building plan, focusing on digital transformation and addressing the gaps identified by the skills assessment exercise.
• With the appropriate Training Leads, organise training sessions, workshops, and knowledge sharing to empower the Ministry staff to take ownership of digital initiatives.

Contribute to the Development and Implementation of a Tax-Related Mobile Application

• Support the Project lead in managing the delivery of the Mobile App by interfacing with the contracted service provider to ensure project milestones, deliverables, and budgets are met.
• In collaboration with the Project Lead, oversee the pilot implementation of the App with selected user groups; gather feedback, and recommend enhancements.
• Lead the production of regular performance reports that measure impact utilising data from the software supplier including adoption rates, user satisfaction, and provide evidence-based recommendations for system improvement.

Support the use of Data for Decision Making

• Support the TBI Data expert with research and data collection to inform a data governance assessment of the Ministry of Revenues and establish a data inventory that identifies which datasets are available and relevant to achieving the Ministry’s objectives.
• Identify and write global case studies on data-driven governance for tax administrations that can be adapted to the Ethiopian context.
• Provide analytical support to the Data Expert to develop a report detailing the current state of data management at the Ministry, identifying opportunities for value creation, and a clear plan to enable the Ministry to apply recommendations and relevant policies.

Person Specifications

• Minimum of 4–6 years of relevant experience in public service consulting, digital transformation, technology advisory, project management, or management consulting.
• Demonstrable experience working with government entities, international development organizations, or large public-sector reform programs is a plus.
• Solid knowledge of digital solutions, systems integration, and data analytics tools
• Familiarity with Agile or other project management methodologies (e.g., PMP, Prince2) is advantageous.
• Experience managing vendors or external service providers for software development or IT projects.

Skills and Competencies

• Proven ability to plan, execute, and deliver projects within scope, on time, and within budget.
• Strong problem-solving skills and the ability to translate complex technical information into actionable strategies and recommendations.
• Excellent written and verbal communication skills, with the ability to convey technical concepts clearly to non-technical stakeholders.
• Demonstrated aptitude for building relationships with senior government officials, donors, and cross-functional teams.
• Comfortable working in a dynamic, fast-paced environment, with the flexibility to adjust to changing priorities.
• Willingness to work in a team and foster an inclusive environment that supports collective success.
• Curious, forward-thinking, and proactive in identifying new opportunities for digital innovation and continuous improvement.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
• Must be fluent in English and Amharic.

Qualifications

• A Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, Business Administration, or a related field.
