Associate Emergency Capacity Development Officer
Organizational Setting and Work Relationships
The position of Associate Emergency Capacity Development Officer is in the Emergency Policy and Capacity Development Section (EPCDS), led by the Chief of Section (P5) and under the overall supervision of the Director of the Division of Emergency, Security and Supply (DESS).
DESS is responsible to develop and coordinate UNHCR’s policies, procedures and tools for emergency preparedness and emergency response. Such policies and procedures are integrated among various divisions responsible for protection, risk management, data, technical support, resource allocation, supply, human resources, monitoring, and evaluation, among others, and contribute to emergency management. Overall, these policies and procedures provide strategic direction support and oversight to regional bureaux and country offices.
EPCDS focuses on policy development and analysis, strategic planning and emergency preparedness and response capacity development in DESS. The Associate Emergency Capacity Development Officer will ensure consistency of application of UNHCR’s policies in the area of emergency preparedness and response and that these are built-in in all emergency learning programmes and materials. The incumbent will have crucial responsibilities in designing, organizing, and delivering the Workshop on Emergency Management (WEM), the Senior Emergency Leadership Program (SELP), and the Situation Emergency Training (SET), which are the key products of the section. The incumbent will also be responsible for maintaining the Emergency Handbook, UNHCR’s humanitarian emergency response guide up-to-date and coherent. The incumbent will help to design and plan the delivery of additional UNHCR’s emergency capacity development activities, like the workshops linked to the Africa e-centre, the Emergency Training on Leadership Program (ETLP), among others.

Duties
Support the section in the development of emergency materials and tools for the UNHCR Emergency Handbook and the capacity development events, in coordination with relevant divisions, reflecting global developments influencing UNHCR’s work in emergencies.
Cooperate with the EPCDS team in designing, organizing, and delivering the flagship capacity development activities of DESS, namely the Workshop on Emergency Management (WEM), the Senior Emergency Leadership Program (SELP), and the Situation Emergency Training (SET).
Support the design, organization and delivery of the workshops of the Africa e-centre and the Emergency Training on Leadership Program (ETLP).
Manage the updates and ensure the proper functioning of the UNHCR Emergency Handbook.
Design and ensure correct usage of the online learning toolbox for emergencies, the Basic Learning Package (BLP).
Drive initiatives that can extend UNHCR’s influence in emergency response policies and capacity building.
Implement the vision and workplan for UNHCR’s emergency learning and capacity-building in emergency preparedness and response considering the inter-agency context, in coordination with the section.
Support the development of emergency learning strategies in consultation with bureaux/country operations’ assessment of learning needs.
Analyse and evaluate the performance and impact of the emergency learning activities.
Ensure the effective utilization of resources and timely budgetary adjustments in close coordination with the Resource Management Unit and other colleagues within DESS.
Support the Chief of Section on emergency policy developments and tools, outside and internal to UNHCR, with a potential impact on UNHCR’s expectations in terms of emergency response capacity building.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision-making is risk-based in the functional area of work. Raise risks, issues and concerns to a supervisor or to a relevant functional colleague(s).

Minimum Qualifications
Years of Experience / Degree Level
For P2/NOB – 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

First-hand experience and solid knowledge of UNHCR’s emergency policies and guidelines, programmes and humanitarian operations in a variety of geographical locations. Knowledge of UNHCR Emergency Handbook. Experience with Workday Learning, Articulate 360. Familiarity with UNHCR learning programmes including the Workshop on Emergency Management. Experience in capacity building and learning programme delivery.

Desired Candidate Profile
The Associate Emergency Capacity Development Officer has solid project management and drafting skills and has experience in coordinating projects focusing on learning and facilitating workshops and trainings. She/he has a good understanding of the current operational context in which UNHCR emergency operations are implemented and an excellent knowledge of content and use of the UNHCR Emergency Handbook. She/he ensures that learning material is constantly updated and new material developed. This requires familiarity with different learning methodologies and modes of delivery, online and in person, self-learning, workshops and simulations. Knowledge of and experience in emergency operations and Safety and Security is an asset. The position requires both skills in content work as well as in planning and organizing. Excellent time management, ability to structured work, paying attention to details while not losing oversight of the complex learning content and required logistics as well as proactiveness are indispensable. The incumbent will be involved in coordination and liaison with external service providers, UNHCR Divisions, the GLDC, country and regional bureaus, training hosting countries and participants, which requires a positive and friendly personality which gets things done and has excellent verbal and written communication skills. The position requires regular missions to training venues. She/he will be required to facilitate training sessions.

The position is based in HQs in Budapest which is the capital of Hungary where adequate infrastructure, health, education, banking and recreational facilities are easily accessible. However, staff members should be cautious and take responsibility for their own personal and residential security.
