This position is located in the Secretariat of the Regional Agreement on Access to Information Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (the Escazú Agreement) at the Sustainable Development Unit of the Sustainable Development and Human Settlements Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Under the overall supervision of the Chief of the Division and the direct supervision of the Legal Officer, the Associate Environmental Affairs Officer will be responsible for the following duties:
- Supports the Committee to Support Implementation and Compliance of the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean and other bodies established by the Conference of the Parties, including drafting documents, thematic background documents, reports of meetings, and other material, and assisting in the organization and servicing of meetings;
- Provides substantive support on environmental and sustainable development matters related to the regional agreement, as required, to other work areas as well as providing support to the Secretariat in general;
- Performs research and analysis in environmental matters, collects, evaluates and analyses information and data on sustainable development of relevance from various sources;
- Prepares studies, briefs, reports and correspondence related to the matters of the regional agreement, as required;
- Organizes the development and maintenance of tools for information and communication in relation to the regional agreement, including the website, clearing house and the Regional Public Mechanism;
- Supports the Secretariat’s work in relation to promotion and awareness-raising of the regional agreement, including through participation in relevant events and processes on issues of relevance;
- Undertakes various administrative tasks including donor correspondence and financial reports, human resources related matters;
- Assists in the process of contracting consultants, individual contractors and other experts in preparation of relevant documents and research studies through drafting terms of reference,
- Establishes and maintains contacts with national focal points and other relevant contacts, including drafting correspondence and providing information to delegations, as required;
- Prepares documentation for technical cooperation programmes and projects for the secretariat.
- Performs other related duties as required.
Education
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in environmental affairs, sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
- Advanced university degree in field related to environmental management and international relations, policy, governance, government administration, law or other relevant discipline, or the equivalent combination of education and experience in a related area is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of two years of progressively responsible experience in project or programme management, policy-oriented work in the area of environment or human rights is required. Experience with servicing multi-stakeholder intergovernmental processes, preferably in connection with global or regional environmental legal instruments is desirable. Experience in organizing capacity-building activities is desirable. Experience in issues related to environmental protection, human rights and democracy is desirable. 1 year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
Languages
- English and French are the working languages of the UN Secretariat and Spanish is a working language of ECLAC. For the position advertised, fluency in both English and Spanish is required .
