Organizational Setting and Reporting Relationship
- The position of Associate Finance and Administration Officer is assigned to the PRC Resident Mission (PRCM) within the East Asia Department (EARD). You will be based at our Resident Mission Office in Beijing, People’s Republic of China.
- PRCM was established to help implement projects, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident and donor missions, non-governmental organization (NGOs), academic institutions, local think tanks, private sector and other members of the civil society.
- You will report to Country Director (CD)/designated international staff (IS) and senior national staff (NS).
Your Role
- As an Associate Finance and Administration Officer, you will assist the PRCM in financial and accounting management, cost-effective oversight of office operations, asset management and procurement of equipment and materials, provision of office space, personnel administration and staff training, and coordination with government regarding office operations.
You will:
Contribute independently to the PRCM by completing a variety of tasks assigned, covering all or a combination of the following responsibilities:
- Coordinate the PRCM’s financial and accounting management, including managing RM’s bank accounts to ensure smooth operation, ensuring funds are available for upcoming operations, securing replenishment from HQ, and disbursing fund.
- Help oversee the annual and semiannual budgets for PRCM, ensuring that the RM operates and within budget constraints.
- Monitor all costs incurred under PRCM’s operations, maintain records of several operations and transactions according to sound accounting standards, and oversee the management daily financial operations carried out by other staff.
- Handle payroll, ensuring disbursements, identify problems actions to be taken; and administer expatriate related benefits.
Logistics and Asset Management
- Monitor business travel to ensure the most direct and cost-effective routes are used, and that missions are arranged according to ADB’s procedures.
- Support office institutional procurement including management of RM’s contracts with equipment, materials, and service providers.
Office and Personnel Administration
- Oversee building and office maintenance, including furniture and equipment upkeep, plan for medium/long-term improvements in office functionality, and stay updated on recent developments.
- Support local training, settlement, relocation, and orientation of HQ staff including coordination with other international organizations on facilities, benefits, and administrative arrangements.
- Contribute to the formulation of administration guidelines and ensure compliance for smooth functioning of the office.
- Produce required reports on the undertaken tasks and perform any additional responsibilities necessary to support ADB’s organization goals.
You will need:
- Bachelor’s degree in business administration, accounting or equivalent; preferably with advanced degree/training in financial/management accounting
- At least 6 years of work experience in financial accounting, and general office administration
- Professional training in financial/management accounting a professional accountant.
- Knowledge of public sector accounting systems
- Good knowledge in commercial and administration matters
- Ability to identify issues and appropriate actions at the field office level.
- Proficiency in commonly used software, spreadsheets, and information technologies.
- Familiarity with accepted best practices of procurement and disbursement processes.
- Ability to develop partnership internally and externally in a multicultural environment.
- Ability to plan and to handle many tasks under given timelines.
- Written and verbal proficiency in English and in the local language
