Duties

Responsibilities

* Provide leadership, innovation, and technical excellence in PFM service areas.

* Lead the development of technical proposal and project deliverables; contribute to proposal strategy, technical approach, and writing sections of proposals.

* Collaborate across sectors to identify, develop, and deepen strategic relationships with prospective clients; identify a pipeline of PFM opportunities aligning with sector growth strategies.

* Support the expansion of Tetra Techs network of PFM consultants within targeted regional areas in support of proposal development efforts.

* Manage and oversee all aspects of large and/or complex project(s), from start-up through close-out, assuming the role of Project Manager or Deputy Project Manager as needed.

* Work with DRG team to monitor project timelines and contract requirements to ensure all contract deliverables are met with consistent high quality and on schedule.

* Provide ongoing technical support to project teams; provide specialized technical assistance within PFM-related areas of project implementation across sectors.

* Lead, mentor, and manage teams and/or team members, and build staff capacity in fundamental concepts, practices, and procedures in the specialization of PFM.

* Write position papers or marketing collateral materials supporting sector capabilities.

* Contribute to organizational priorities and initiatives.

Qualifications

Minimum Qualifications Required:

* Minimum bachelor’s degree in fields such as Economics, Finance, Accounting, Business Administration, Political Science or International Affairs; master’s degree preferred. Equivalent combinations of education and experience will be considered.

* Minimum of seven (7) years of relevant professional experience in Economics, Finance, Accounting, Business Administration, Political Science or International Affairs.

* At least 5 years of experience working at a professional services firm or equivalent organization focusing on project management and new business. 

* Technical proficiency in Economic Governance such as Public Financial Management, Business Enabling Environment, or Regulatory Framework Development.

* Preference for overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams.

* Strong written and oral communication skills with the ability to communicate complex or technical information clearly within multi-disciplinary, cross-cultural, and cross-sectoral team situations.

* Track record of positive collaboration and building and maintaining excellent working relationships.

* Demonstrated knowledge of USAID and other Tetra Tech client policies and strategies related to PFM, economic policy, and revenue generation across diverse areas of development.

* Conversant in USAID strategies and cross-cutting principles, including but not limited to digital development, gender and social inclusion, local capacity strengthening, localization, positive youth development, and private sector engagement preferred.

* Proficiency in leading and/or contributing to proposals, including designing technical solutions and writing technical sections, with a winning track record.

* Demonstrated commitment to client satisfaction through technical excellence and quality of work products.

* Fluency in English required; professional working proficiency in a second language preferred, especially Spanish, French, Russian, Arabic or Portuguese.

* Availability and willingness to travel 30-40%.

* Current U.S. work authorization is required at the time of application.
