Country Program Overview:

 

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception and is now managing multiple programs. In addition to HIV, CHAI is now supporting the Ministry of Health to introduce treatment for hepatitis, scale up a short-course preventative therapy for tuberculosis (TB), eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, enhance access to assistive technology, and tackle non-communicable diseases.

In Cambodia, non-communicable diseases (NCDs), including diabetes and hypertension, are becoming the highest causes of morbidity and mortality, especially among older populations. The Royal Government of Cambodia (RGC) has made a significant commitment to dramatically increase access to NCD services in public health facilities nationwide through investments from a pooled donor and government funding mechanism. CHAI has been working alongside the RGC since 2022 to support preparations for roll out of this nationwide scale up of NCD services through the provision of technical assistance to the national level and more intensive support, including pilot initiatives, within a “learning province” and with a focus on diabetes, hypertension and eye health.

 

Position Overview:

 

CHAI is seeking a highly motivated individual with outstanding analytical, communication, and teamwork skills to serve as “Associate, Health Financing for NCDs.” The selected candidate will provide technical assistance to the government to improve NCD financing at the national and sub-national levels, by developing an excellent understanding of the financial processes and challenges across all levels of the Cambodian health system. As NCD prevalence is increasing in Cambodia, it is crucial to map and analyze how resources are spent to identify gaps and areas for improvement and anticipate future financial needs for the country.

This position is under the guidance and direction of the NCD Program Manager and CHAI Cambodia leadership. The successful candidate will drive landscaping activities and development of program strategy and implementation and will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility, and work ethic.

Responsibilities

NCD financing mechanisms landscape assessment in Cambodia

  • Assess NCD financing and expenditure patterns across the public health budget (through national accounts and subnational government levels), out-of-pocket spending (OOP), and direct provision (DP) donations.
  • Assess NCD services coverage within new Health Equity Fund (HEF) NCD packages after one year and National Social Security Fund (NSSF) coverage.
  • Conduct a capacity review of finance-related units of NCD services in the Ministry of Finance, Ministry of Health, and the corresponding finance departments at the subnational levels.

Development of short- and long-term NCD financing strategy – across diseases and continuum of care

  • Identify opportunities to enhance efficiency and result-based oriented budgeting, as well as gaps, considering the patient/citizen journey across the life course.
  • Forecast the upcoming financial needs linked to the national strategic plan and others, including type of intervention (prevention, detection, and care services), type of disease, and identified gaps in NCD services.
  • Identify opportunities to leverage other program funds and/or expand the MOH budget for NCDs to support progress towards the government’s goal of Universal Health Coverage (e.g., social insurance mechanisms (HEF/NSSF/private), participative mechanisms at community/village levels, health taxes, country loans, donors).
  • Elaborate reports, policy briefs or material required to present and engage with stakeholders involved in the health financing strategy.

Support the central and provincial governments to design and operationalize pilots for budget efficiency and reduce out-of-pocket spending

  • Coordinate with the Cambodia NCD team to identify areas for intervention and align objectives and recommendations (e.g., financial incentives, reducing pharmacy markups, medicine procurement, EMR results linked to budgeting, etc.).
  • Work with government officials to develop policies that support budget efficiency and reduce out-of-pocket spending.
  • Provide training for healthcare providers and administrative staff on efficient budgeting and financial management practices when needed.

Coordination

  • Plan and lead engagement with the Ministry of Finance, Ministry of Health, other relevant stakeholders, and the corresponding finance departments at the subnational levels to share lessons learnt and findings to inform policy decisions and scale successful pilots.
  • Engage and coordinate with regional and global CHAI teams to incorporate international recommendations, share lessons learned with other country teams, and contribute to global and regional CHAI NCD financing strategy.
  • Some travelling is required for this position.

Qualifications

  • Bachelor’s degree in economics, public finance, health financing, or a related field, with strong academic performance.
  • 3-4 years of professional experience in the public or private health sector with increasing responsibility.
  • Strong knowledge of health systems, health financing, and public sector financing, particularly in low- and middle-income countries.
  • Exceptional problem-solving skills and quantitative and qualitative analytical capabilities including excellent proficiency in Microsoft Word, PowerPoint, Excel, and/or other data-analysis tools (Stata/R/SQL, etc.).
  • Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and other stakeholders, including in cross-cultural settings.
  • Goal-oriented with high attention to detail, openness to feedback, and a strong commitment to teamwork.
  • Ability to manage multiple tasks simultaneously, set priorities, and work independently with minimal instruction.
  • Excellent command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations and represent CHAI externally.

Advantages:

  • Master’s degree or equivalent in a relevant field.
  • Experience in health financing in countries with strong international aid presence or knowledge and experience in NCD financing.
  • Experience living and working in Southeast Asia.
  • Technical Knowledge of the Cambodia MoH and provincial health departments.
