Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
Under the supervision of the Managing Director of the Directorate of Corporate Services and Operations (COR), and in close coordination with other organizational entities within UNIDO, the Human Resources Services (COR/HRS) is responsible for ensuring that the Organization has at its disposal the human capital required to deliver its mandate and achieve business and strategic goals.
To this end, it designs and implements modern human resources management policies and tools, which allow the Organization to attract the best talent. It delivers a broad range of services covering, among others, UNIDO’s human capital through a partnership model with the Professional staff acting as business partners for relevant parts of the Organization.
It is further responsible for carrying out statutory functions in accordance with the provisions of the staff regulations and rules of the Organization, the regulations of the United Nations Joint Staff Pension Fund (UNJSPF) and policy issuances covering other categories of UNIDO human capital, including management of securityrelated entitlements for all UNIDO personnel at Headquarters and in the Field.
It is also responsible for supporting the work of the Managing Director within the UNIDO Crisis Management Team as well as for coordinating for all personnel the security and safety related actions and responses. Further, Human Resource Services also supports the administration of employees under technical cooperation projects and programmes.
The Human Resource Services is comprised of two dedicated Units, namely Employee Services and Relations Unit (COR/HRS/ESR) and Talent Planning and Acquisition Unit (COR/HRS/TPA).
This vacancy announcement is for position in COR/HRS/ESR. Under the overall supervision of the Director of the Division, the direct supervision of the Team Lead and in close collaboration with other HR Officers in the Division, the incumbents will be expected to perform the appropriate functions.
At the L2 level, the incumbent is expected to deliver: (a) work that is analytical in contributing to results achieved by the Division; (b) in creating an enabling environment for collaborative work which is catalytic to achieving results; (c) in building relationships which contributes to counterparts’ engagement and (d) in achieving results that provide baselines for a service. The measure of success is timely, consistent and appropriate delivery of results.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.
Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
Project/Programme Context
Project 230356: “Green industrial recovery project for Ukraine through technology transfer from and the co-creation of new businesses with Japan’s private industries”
The overall objective of the project is to support the green industrial recovery and long-term sustainable development of Ukraine through technology transfer, capacity-building and co-creation of businesses in key industrial sectors with high potential for growth and value addition, as well as with strong orientation towards socioeconomic impact and support for war-affected people.
Project 240001: “Industrial cooperation programme in the Global South through technology transfer from Japan”
The main objective of the project is to support the development of new businesses in countries of the Global South, in the form of feasibility studies and pilot demonstrations, through cooperation and co-creation between Japanese companies and partners of the Global South by providing effective and innovative technological solutions possessed by Japanese companies to address challenges currently faced by the Global South countries.
The expected outcomes are to generate new businesses and employment opportunities in Global South countries through technology transfer and skills development from Japan, which include (but not limited to) fostering of innovation, strengthening of resilient value chains, and establishment of networks of industrial infrastructure in the implementation countries.
Main Responsibilities
The responsibilities of the incumbent may include the following tasks:
- Plan the delivery of the statutory administrative and operational support services, including securing expert advice, related to the employees’ contracts, benefits and entitlements ensuring compliance with the staff regulations, staff rules, administrative instructions and decisions of the supervisors for the above mentioned projects. Within delegated authority review and approve/sign the letters of appointment, corresponding personnel actions on employees’ contractual status, benefits and entitlements on behalf of the Director-General.
- Provides advice on interpretation and application of policies, regulations, rules and frameworks. Administers and provides advice on salary and related benefits, travel, and social security entitlements recruited under the above mentioned projects. Determines and recommends benefits and entitlements for all assigned project personnel on the basis of contractual status. Reviews policies and procedures and suggests changes for consideration as required.
- Counsels project personnel in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
- Serve as the HR administration focal point on the assigned projects. In that capacity, support managers and staff on human resources related matters, collaborate on the required actions within and outside of the Division, prepare/coordinate/consolidate submission of the required information and accurate statistical data as well as its review and clearance by the supervisors, as and when appropriate/requested.
- Collaborate and coordinate with other HR functions recruitment, employee relations, performance management, learning, development,) on any matters related to project personnel employed under the relevant projects. Recommend and contribute to the simplification and further update of project related HR policy frameworks and tools in order to continue to support the project employees and maintain their engagement, motivation and development and continued effective performance within the assigned projects.
- Collaborate closely with the respective project managers to follow up on the processes to be undertaken and the transactions to be completed in a timely manner.
- Prepares and analyses HR reports related to the subject projects, as well as runs queries for specialised ad-hoc reports generated by SAP, as required. Analyses trends and key performance indicators for review by HRS and project managers.

Minimum Organizational Requirements
Education:
- Advanced university (Master’s or equivalent) degree in human resources management, administrative law, public or business administration or relevant field is required.
Field of Expertise:
- A minimum of three (3) years of progressively responsible professional experience in human resource management, including at least one year at the international level or in an international organization is required;
- Experience in providing HR support to managers and staff members in an international organization is required;
- Experience using SAP, PeopleSoft, or similar Enterprise Resource Management system for human resources management is required;
- Working experience in human resource management in one of the UN Common System organizations at the professional level is highly desirable;
- Knowledge of HRM policies and practices in the UN Common System is desirable;
- Experience in the administration of contracts, interpretation of policies and administration of salaries, benefits and entitlements in the UN Common System organization or a comparable international organization is desirable.
Languages:
- Fluency in English required. Working knowledge of other official language(s) of the United Nations, an asset.
NOTE: UNIDO professional level applicants are required to have served at least one year in their current post if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher-level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
