Org. Setting and Reporting
This temporary position is located in the Emergency Response Section (ERS) within the Field Operations & Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Under the overall supervision of the Chief ERS, the incumbent will report to the Coordinator of the Information Management & Data Analytics Unit.
Responsibilities
Within delegated authority, the Associate Information Management Officer will be responsible for the following duties: • Provides information management and support including data collection (primary and secondary), processing, in depth analysis and dissemination to support HQ and field presences on Human Rights. • Collaborate with field entities to refine data collection methods and support production of visual and spatial information products, including interactive dashboards, maps, satellite imagery analyses and media monitoring, to advance OHCHR’s operational and advocacy objectives, and provide analytical support for emergency and crisis situations. • Undertakes information management activities including producing descriptive inventories; prepares mark-up of inventories for electronic dissemination; and monitors adherence to description and database. • Performs and supervises reference functions by advising internal and external users on holdings and accessibility and assisting in the administration of access and declassification activities. • Supervises General Service staff relating to functions cited above. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Performs other related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of two years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required. No experience is needed for candidates who have passed a United Nations Competitive Recruitment Examination. One year or more of experience in data analytics or related area is desirable. Experience in graphic design software such as Adobe Illustrator & InDesign is desirable. Experience in business intelligence and analytics software such as Power Query, Power BI, Activity Info and Microsoft Flows is desirable. Experience in GIS software such as QGIS/ArcGIS is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

THIS POSITION IS TEMPORARILY AVAILABLE FOR SIX MONTHS, SUBJECT TO AVAILABILITY OF FUNDS. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
