The United Nations Development Programme (UNDP) is the United Nations’ global development network. UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to sustain development results.

For several years, UNDP with the support of various donors, Japan, Germany, Sweden, the European Union has made early recovery and stabilization within communities hard hit by the crisis its priority.

More recently, UNDP has committed to implementing the regional stabilization strategy, adopted in May 2018 by the States Parties of the LCBC and endorsed by the African Union.

The socio-economic situation and the endemic unemployment of youth and women in the intervention areas call for immediate interventions to consolidate the trend towards a return and the setting in orbit of an irreversible stabilization. The implementation of such immediate actions re-quires the presence within the National Stabilization Window team of a Communication and Re-porting Assistant who will work under the supervision of the Project Coordinator in collaboration with the entire team based in Maroua and Yaoundé as well as with colleagues from other projects

Context

UNDP Cameroon support to the government, civil society, the private sector and develop-ment partners focuses mainly on the creation of inclusive jobs and resilience of the vulnerable to economic, social and environment shocks which are operationalized through four priority thematic areas: (i) Governance; (ii) stabilisation and prevention of violent extremism; (ii) en-trepreneurship and local economic insertion; (iv) sustainable development, and climate change.
For the Governance portfolio, UNDP supports government efforts through key ministerial departments and councils in priority intervention areas, focusing on the following strategic steps: (i) situation analysis and identification of priorities; (ii) development of appropriate op-erational tools and strategies; and (iii) building capacity for elected authorities and structures for managing the electoral process. It supports the Government in implementing the sustaina-ble development goals to promote inclusive growth and development benefits for the entire population. It also supports approaches that link the humanitarian-development and Transi-tion, durable solutions, Nexus and DDR. This assistance is provided in developing the formu-lation of Cameroon’s National Development Strategic Program and strategic instruments for the integration of the Sustainable Development Goals in the country’s priority objectives. UNDP works to build solid public policies aimed at achieving the objective of the 2030 and 2063 Agendas. UNDP Cameroon supports efforts for peace and prevention of violent extrem-ism at the sub-regional, national, local and community levels. UNDP targets vulnerable peo-ple, women and youth, in partnership with central and local governments authorities and civil society to prevent violent extremism and promote stabilisation by building community resili-ence and social cohesion through participative and inclusive engagements.

The UN Youth Volunteer will be embedded within UNDP Cameroon’s Governance and Peace Building Unit. The volunteer will provide programme, research, and coordination support to initiatives such as humanitarian transition, durable solutions, nexus and other governance related programs: Stabilizations, Digitalization of civil status and public service; This role will enable the volunteer to gain first-hand experience in programme management within the UN system, stakeholder engagement, and the integration of gender, youth, people with disability into development planning.

Following this support, the UN Volunteer will contribute his expertise to a programme of interventions within this unit. The methodological approach will enhance engagement of other CO units with a focus on relevant catalytic projects and programmes. the incumbent will also work on mobilizing resources.

Key Responsibilities

Under the direct supervision of the Assistant Resident Representative in charge of Governance and Peace Building Unit, and under the general overview of the Deputy Resident Representative, the UN Young Volunteer will undertake the following tasks:
– The volunteer will be involved in preparing technical project documents; drafting terms of reference for field activities;
– Monitoring the implementation of activities, and writing reports,
– Facilitating the preparation of working documents for meetings with technical and financial partners to consolidate actions leading to the finalization of new projects/programmes designs
– Participating in monitoring and evaluation missions regarding the implementation of the unit’s projects; including the end-of-project report and organizing and conducting meetings.
– Strengthening their knowledge and understanding of the concept of volunteerism by reviewing relevant documentation provided by the UNV programme, external publications, and by actively participating in UNV programme activities, such as engaging in events commemorating International Volunteer Day (IVD) on 5 December;
– Contribute to drafting articles on field experiences for submission to the UNV programme for publication on its website, newsletter, press releases, etc.;
– Support the onboarding programme for newly arrived United Nations Volunteers in the duty station.
– Some aspects of the Youth Volunteer’s tasks and responsibilities will be finalized as new projects and programmes receive approval from partner organizations.

Living Conditions

Yaoundé is the capital of Cameroon and a duty station with relatively good infrastructure, healthcare facilities, and accommodation options. While generally stable, petty crime can oc-cur; security measures recommended by the UN Department of Safety and Security (UNDSS) must be followed. Public transportation is limited, but taxis and ride-hailing apps are available. The city has a tropical climate with a pronounced rainy season. International staff have access to supermarkets, restaurants, and recreational facilities.
