As an Associate Operations Analyst, you will provide broad analytical and statistical support with respect to the assigned portfolio including technical support in portfolio management, project administration, project processing activities related to loans and technical assistance (TA), knowledge work, and budget management activities. You will provide oversight support in coordinating and consolidating information to achieve a specific functional result.

You will:

  • Support project processing, administration and monitoring tasks for assigned loans, grants, and TAs, including procurement and consultant recruitment reviews and other project administration actions.
  • Provide guidance to executing and implementing agencies and other project clients on ADB policies, guidelines, and procedures and help ensure that their requests are promptly addressed or responded to.
  • Provide support to any training or capacity building events organized by ADB to project executing and implementing agencies and clients.
  • Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets. For project processing, support the preparation of procurement readiness information and reverse clock planning of various steps.
  • Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details.
  • Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met and assist in addressing project administration red flags for timely corrective actions.
  • Contribute to project-specific and/or portfolio reports and participate in regional or sectoral portfolio meetings whenever requested.
  • Participate in project processing, inception, review, mid-term review, special loan administration missions, and project completion review missions, as required, and provide guidance to executing and implementing agencies on ADB policies and procedures.
  • Provide data, analyses, and draft writeups to assigned sections of mission reports such as Memoranda of Understanding and Aide Memoires.
  • Contribute to data gathering and preparation of project completion reports and technical assistance completion reports.
  • Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/ consultant recruitment/ disbursement procedures and project management setup, review of financing plans, preparation of write-ups for different project design documents, reverse clock projections, and drafting of Project Administration Manuals and other key linked documents.
  • Support knowledge work in coordinating knowledge products, knowledge events, assist in developing partnership agreements and assist in quality assurance of HSD documents.
  • Lead in the preparation and management of administrative and TA budgets for HSD and engage in monitoring budget utilization.
  • Undertake regular analysis and updating of program and project processing pipeline as required and undertake contract preparation, variation and closures as needed.
  • Prepare presentations of past, ongoing and pipeline ADB projects and programs covering differentiated analysis by region, country, sub-sector, modality of financing and other indicators as required for business opportunities fair, and other forums.
  • Provide back-up support to other administrative staff.
  • Perform other duties that may be assigned as reflected in the incumbent’s workplan.

Qualifications:

You will need:

  • Bachelor’s degree in finance, business administration, public administration, or related disciplines.
  • At least 5 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
  • Familiar with good industry practices and guidelines within area of expertise.
  • Strong analytical, interpersonal, and cross-cultural skills.
  • Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Excellent oral and written communication skills in English.
  • Proficiency with computer-based applications.
