As Associate Operations Officer in the Pacific Department, you will support the coordination of the department’s human and financial resources requirements, undertake internal departmental communications, support the implementation of ADB-wide strategies and policies, and monitor and support the implementation of new human resource/administration initiatives.
You will:
- Coordinate, monitor, and support PARD’s human resources administration activities in ADB Headquarters and field offices which includes recruitment and selection, vacancy management, onboarding, promotion, transfer, redesignation, outposting and end of field office assignment, learning and development, performance management, benefits administration, resignation, and retirement, working closely with Budget, People and Management Systems Department (BPMSD).
- Provide support and advice to PARD management and field office HR focal points on staff recruitment, selection and personnel administration, including drafting and/or reviewing staffing proposals, and job descriptions, and posting in ADB’s Career and Employment System.
- Support the development and implementation of PARD’s training program. Identify and monitor participation of PARD staff to relevant learning programs. Manage and monitor the implementation and allocation of PARD external training budget in coordination with the Office of the VPR2 and BPMSD’s Culture and Talent Division (BPCT).
- Monitor and ensure staff’s compliance in providing inputs to the Time Management System (TMS).
- Support the delivery of various engagement and rewards and recognition programs such as departmental townhall meetings, roundtable discussions, retreats, Bravo awards, and staff recreation activities.
- Gather data and provide analytical support for the preparation of the strategic departmental staffing plan and the annual workforce analysis. Analyze data for strategic staffing plan, provide recommendations for organizational development, and monitor the implementation of PARD’s staffing plans and institutional initiatives, strategies and policies.
- Provide data gathering, analytical, and preparation support for non-vacancy driven promotion exercises, including the coordination of level complement headroom with BPMSD’s Strategic Workforce Unit (SWU).
- Working with the supervisor, prepare PARD’s budget proposal, coordinate budget allocation with concerned field offices, monitor and report on budget utilization, and support the midyear budget review and propose adjustments, as needed. Coordinate with the Budget and Management Services Division (BPBM) on budget policies, procedures and systems; and maintain related databases and systems.
- Coordinate and support the preparation of funding utilization reports for the Australia- and New Zealand-ADB Pacific Partnership Facility fund.
- In coordination with BPMSD, provide data and analytical support in response to requests for PARD staffing statistics by the Board and Management. Contribute to the preparation of reports, briefing notes, and presentation materials on HR and budget matters.
- Ensure the adequacy of office spaces and continuity of administrative support by arranging temporary placements of staff who are on sick leave and maternity leave and staff temporarily staying in ADB headquarters.
- Support PARD’s knowledge management activities.
- Undertake activities and other analytical requirements as assigned and reflected in the incumbent’s workplan.
Qualifications:
You will need:
- Bachelor’s degree in human resources, economics, business administration, or related fields, preferably with advanced training.
- At least 5 years of relevant professional experience.
- Demonstrated ability to understand and apply HR and budget policies, processes, and procedures, with a capacity to quickly learn and adapt to the specific frameworks of ADB.
- Ability to undertake background research and data analysis on difficult but well-defined tasks; collect and organize required data and information; and prepare notes, papers and sections of reports.
- Ability to analyze data and use databases.
- Strong understanding of organizational workflows and the ability to quickly learn and navigate the interactions between various work areas to achieve their purposes.
- Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
- Ability to liaise and work effectively with staff in the department and colleagues throughout ADB.
- Excellent oral and written communication skills in English.
