As an Associate Procurement and Contracts Administrator, you will: be responsible for contributing to the efficient and transparent administration of goods and services procurement activities for institutional requirements of various departments and offices of ADB. The position will be primarily responsible for the procurement of Information Technology Goods and Services, through the conduct of international or local competitive bidding, and close coordination with the Unit and with other ADB user units. The position is responsible for procurement of such goods and services of medium to high value, requiring medium technical knowledge and medium to high complexity.
You will:
Contribute to the effective, economical, and efficient procurement of goods and services based on the users’ requirements by preparing comprehensive pre-qualifications and bid documents, and review work performance statements as prepared by the user units in accordance with established procurement guidelines and procedures.
- Organize pre-bid meetings in coordination with user units, meetings of the Institutional Procurement Committee and discussions for specific procurement issues.
- Review the technical specifications prepared by the users, validating the results of technical evaluation, evaluating financial, commercial, and legal aspects of bids received, verifying technical and financial capability of possible suppliers and contractors, conducting negotiations with such suppliers and contractors on the terms and conditions of offers/proposals as well as evaluating requests for contract amendments.
- Ensure accurate procurement planning and evaluation by coordinating with concerned user sections, establishing priorities, lead-time and delivery dates, developing and expanding database and reference materials, developing guidelines, procedures and forms for the refinement of the procurement process for both goods and services.
- Effectively leverage and negotiate multi-year contracts and long-term enterprise partnerships towards effective, responsive, and economical contracts.
- Check and verify ADB’s integrated Energy, Environment, Health and Safety Management Systems (E2HSMS) related procurement attributes under International Standards (ISO 14001, OHSAS 18001 and ISO 50001).
- Contribute to the effective and efficient maintenance of information/data by properly classifying and maintaining all on-going, completed and in-process goods and service contracts including performance and cost records.
- Contribute to effective contract and policy review towards streamlining and innovation of procurement processes, benchmarked against global standards.
- Regularly monitor information maintained and periodically generate statistical reports as well as secure the confidentiality of information such as archives, documents and memoranda related to on-going procurement exercises.
- Provide advice and general support to the user units, as necessary, for the efficient administration of the contracts and processing of amendments.
- Perform other duties as may be assigned and as reflected in the incumbent’s work plan.
Qualifications
You will need:
- Bachelor’s degree in engineering, law, business administration, accounting or other relevant disciplines. Professional Procurement Certification (e.g. CPSM, CIPS) an advantage.
- At least 5 years of professional experience in a relevant field.
- Comprehensive knowledge and understanding of the international (or similar) policies, guidelines, and procedures in procurement operations.
- Comprehensive experience in leveraging and negotiating multi-year contracts and enterprise agreements.
- Knowledge and understanding of universally used productivity software (e.g. Microsoft, etc.) used in the procurement process and records management. Capability to use internet research on sources of supplies
- Excellent written and verbal communication skills in English.
- Good interpersonal communication skills and ability to provide guidance to staff and promote teamwork.
