ASSOCIATE PROCUREMENT OFFICER

Org. Setting and Reporting
OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position is located in the Administrative Support Unit of OCHA Regional Office for Asia and the Pacific (OCHA ROAP), based in Bangkok, Thailand, of which its objective is to provide all related administrative services, both through remote support and physical deployment, to all OCHA offices across the Asia Pacific region. The incumbent reports to Senior Administrative Officer (Chief of Administration), OCHA ROAP.
Responsibilities
Under the direct supervision of the Senior Administrative Officer (Chief of Administration), and overall supervision of the Senior Humanitarian Officer (Head of Office, OCHA ROAP), the incumbent is required to perform the following functions: • Plans, develops, and manages procurement actions in full compliance with UN Secretariat rules & regulations, policies, procedures and strategies including effective internal control for assigned projects, which typically involve the procurement of a select group of technically complex commodities or services, or for a variety of goods and services of a general nature, taking into account local economic and other conditions. • Reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action. This includes the review and analysis of procurement plans and processes for UN compliance. • Assists clients, including performing advisory function and training to requisitioning staff across Asia Pacific region, in matters regarding procurement issues, policies and procedures, procurement processes mappings & workflows, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs. • Develops vendor pre-qualifying criteria, identifies product sources and evaluates vendor performance as regards quality, prices, delivery, equipment, etc. This includes the support to the development of regional category management strategy, which shall account for establishment of long term strategic relations with key suppliers for recurring supplies and services. • Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements. This may include negotiation of certain conditions of contracts for full compliance of UN Secretariat rules & regulations. • Compiles and presents procurement data; prepares all relevant supporting documents and recommends approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Coordinates timely delivery of goods and services, including overseeing adherence to contractual agreements, recommends amendments and extensions of contracts. • Participates in the market and supplier research to keep abreast of market developments. This includes participations in country/ regional Operation Management Team meeting related to procurement and administrative activities. • Prepares a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters. This may include procurement plans, training material/ standard operating procedures for procurement activities, development of internal control & monitoring system to eliminate deficiencies in procurement process. • Performs other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Chartered Institute of Procurement & Supply (CIPS) Level 4 certificate is required.
Work Experience
A minimum of two years of progressively responsible experience in supervisory level in procurement, contract management, administration or related area is required. Relevant experience working with teams in complex emergency and / or natural disaster response (actual setting where a mission and/or project is being implemented) in the Asia Pacific Region is required. Experience with procurement module in enterprise resources planning systems (i.e. SAP, UMOJA) in procurement certification/approval function is required. Related experience in procurement planning, review and analysis within the United Nations Common System organization or similar organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Thai are required. Knowledge of another UN official language is an advantage.

Special Notice
Candidates must be Thai nationals. Appointment against this post is on a local basis; candidates shall be Thai nationals and will be recruited in the country or within commuting distance of the OCHA ROAP office. If no suitable local candidate is identified, Thai nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Bangkok in the event of an employment offer. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
