The position of Associate Project Analyst is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Jakarta.
You will report to the designated International Staff and senior National Staff.
As an Associate Project Analyst, you will provide support to country operations and administration functions in IRM; provide analytical and statistical support to projects in the assigned sectors; coordinate and consolidate information, and provide analytical, statistical, and coordination support for project processing/administration and portfolio management.
- Manage the data repository for the Indonesia and IRM portfolio; compile and process project and TA data into reports for monthly portfolio reviews and meetings and alert the Country Operations Head about potential risks. Suggest actions to improve the progress of portfolio performance. Coordinate portfolio performance meetings, record minutes, and ensure agreed measures are implemented.
- Assist in project administration as needed, including reviewing bid documents, preparing project performance reports, drafting correspondence, expediting procurement and contract awards by following up on EA obligations like submission of project reports and financial statements and ensuring that EAs understand and comply with ADB guidelines and loan covenants. Assist in tracking project closing date and seek approvals for extension if needed.
- Assist in processing disbursements for projects by following up with EAs on timely submission of withdrawal applications, review withdrawal applications for compliance with the loan agreement, and prepare/review data input for Procurement Contract Summary Sheet (PCSS) to update the Loan and Financial Information System (LFIS).
- Compile data/statistics on contract awards/disbursements for assigned projects for the generation of various reports for the Department/Management. Monitors/analyzes actual awards and disbursement against targets to identify shortfalls and their underlying clauses and follow up on these matters with the EAs.
- Act as the first line of information for IRM in handling requests for data and status reports from government agencies on ADB-assisted projects, including but not limited to the BAPPENAS/Ministry of Finance-led Quarterly Management Meetings (QMM) covering project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participate in the QMM and other meetings when needed. Coordinate such efforts to ensure correct and timely responses by IRM to EAs, external partners, and other stakeholders.
- Participate in various missions as required e.g. inception, review, mid-term, and project completion report mission and assist in providing input to the preparation of a memorandum of understanding (MOU) / Aide Memoire.
- Support the development and implementation of capacity development activities for agencies implementing ADB-financed projects.
- Perform other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications:
- Bachelor’s degree in a relevant discipline e.g., Accounting, Engineering, Mathematics, Computer Science, Data Science, etc.
- At least 5 years of relevant work experience; related experience in international agencies will be preferred
- Demonstrated knowledge and understanding of operational processes and procedures of a multilateral development bank.
- Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers, and sections of reports
- Good analytical thinking with the ability to make simple causal links, pro-and-cons lists, and analyses to reach a decision and set priorities for tasks in order of importance.
- Ability to establish and maintain productive professional relations within ADB and externally with appropriate officials of the host government, donor agencies, and executing agencies
- Proficiency in using computer-based applications for performing word processing, spreadsheets, graphics, database applications, and other required information technologies; advanced skills in using Excel spreadsheets are desirable
- Familiarity with local languages and institutions
- Ability to guide other junior Administrative Staff (AS) staff on assigned areas of work, and work collaboratively with individuals from different cultural/national backgrounds
- Excellent written and verbal communication skills in English
