Axis Advisor – Sudan Regional Response Pooled Fund (SRRPF)

The Sudan Regional Response Pooled Fund (SRRPF) is a multi-donor funded initiative by the Danish Refugee Council (DRC) designed to address the acute deprivation caused by Sudan’s complex, regional, and cyclical crises. Set to be launched on January 1, 2025, the SRRPF combines immediate relief with long-term resilience-building, addressing the full spectrum of community needs in Sudan and neighboring countries. The fund will prioritise locally-led and conflict-sensitive approaches, ensuring that the most capable actors deliver impactful responses to the region’s evolving humanitarian challenges. The following position is contingent on funding.

Overall purpose of the role:

The Axis Advisor is a member of the Fund Management Unit (FMU) of the SRRPF. The Axis Advisor will provide leadership and political economy expertise in their designated area, i.e. Central Darfur. The Axis Advisor will have flexibility in their location but must possess in-depth knowledge and experience relevant to Central Darfur. The position will play an important role in supporting the local governance structure, while providing an oversight and reporting function for the FMU. They will report directly to the Fund Director to ensure alignment with overall fund objectives.

Responsibilities :

The Axis Advisor will

  • Provide regular and nuanced analysis of the local political economy, inclusive of historical considerations and recent trends.
  • Identify existing axis level support structures such as social solidarity networks and local systems including market systems, conflict systems and social systems, and support the Technical Assistance Facility and Research and Evidence Facility in continuous mapping and analysis, informing a detailed problem overview, opportunities for interventions and an axis level strategy, in line with SRRPF strategic objectives.
  • Advise on the geographic parameters of the Central Darfur axis in line with the guidance framework (to be provided).
  • Support the identification and establishment of a local (axis) governance structure, considering broad representation, especially vulnerable groups, using a conflict sensitivity approach.
  • Act as the secretariat of the local governance board, supporting governance functions once arrangements are finalized.
  • Support in the Identification of and request for technical assistance requirements at the axis level.
  • Represent the FMU at the axis level, in person and/or remotely.
  • Represent the axis at internal meetings and external engagement fora.
  • Work with the local governance board, to enable a productive and accountable relationship with communities, community leaders, relevant authorities, (I)NGOs, and UN Agencies at the axis level, including across borders, if necessary.
  • Contribute to coordination efforts at the axis level.
  • Ensure appropriate oversight and delivery of SRRPF funds within the axis, in alignment with established governance and operational frameworks.
  • Enable and oversee the implementation of policies and ensure compliance with procedures and guidelines at the axis level.
  • Provide regular updates and reports to the FMU and governance boards on emerging challenges and opportunities at the axis level.
  • Contribute to board and donor reporting requirements.
  • Support stakeholders responsible for auditing, monitoring and reporting, internally and externally.

Experience and Technical competencies (included year of experience)

  • Minimum 5 years of experience in operational delivery in complex humanitarian settings.
  • Strong understanding of the specific axis, ideally with existing relationships with key partners (local and international).
  • Experience managing relationships with local, national, and international partners in the humanitarian sector.
  • Skills in mapping and analysis.
  • Effective communication and reporting skills.
  • Ability to prioritise workloads, meet deadlines, and adapt to complex environments.
  • Desirable:
  • Candidates from the axis location are strongly preferred.
  • Experience working with multi-donor funds or pooled fund models is an advantage.
  • Some understanding of systems thinking/approaches is desirable.

Languages: (indicate fluency level)

  • English: fluent spoken and written necessary
  • Sudanese Arabic: fluent spoken and written necessary
  • Capacity to communicate in one or more official languages at the axis level

What we offer

Contract: 1 Year Contract with the possibility of extension, subject to funding and performance.

Availability: 1st April 2025.

Duty station: Nairobi, Kenya or Addis, Ethiopia, or Darfur, Sudan
