Job Description
We are currently looking for a:
Budget Development Officer
Full-time – The Hague, Netherlands
SNV’s Global Partnerships & Business Development team (23 team members) enables SNV to deliver on its mission by mobilizing sustainable funding from diverse sources, building strategic partnerships, and continually identifying new opportunities for impactful and transformative development.
The Global Partnerships & BD team includes a Budget team (5 team members) responsible for the development of financial project proposals that are cost-recovery and competitive. We have an order intake of around €200 million per year with a diversified donor and geographical base.
SNV is seeking an experienced, entrepreneurial, Budget Development Officer (costing/pricing specialist) to join the Global Partnerships & Business Development team. The team is dedicated to supporting our Global Expertise teams, which include Sectors Agri-Food, Energy and Water, and Themes (e.g. Climate and GESI) as well as our 20+ Country teams in achieving SNV’s business development targets outlined in the SNV’s 2030 Strategy.

Key responsibilities
- Lead budget (financial proposal) development for priority bids, working closely with proposal team members, and country staff, guiding/assessing work planning, cost estimates, and developing successful pricing strategies
- Review donor requirements (fee/cost based, eligible/ineligible costs, direct/indirect costs) and advise sector/country/proposal teams on key requirements to consider for bid decisions, especially on financial risks
- Support negotiation and contracting, advise and closely support proposal teams during the negotiation and contracting process to ensure successful results
- Innovative financing approaches, explore and propose new approaches to respond to innovative donor financing mechanisms
- Budget review, review proposal budgets to ensure they effectively meet donor requirements as well as SNV’s internal cost recovery policy
- Capacity building, develop budgeting tools, trainings, templates and guidelines on key donors
- Budget advise, assist Project Managers and Contract Administrators in interpreting and planning approved project budgets, including donor specific terms and conditions
Qualifications
To be considered, you should bring:
- A University degree , such as BSc or MBA, in finance, business administration, business economics, accounting or a similar field.
- At least 3 years of work experience in developing and analysing budgets and financial proposals (service contracts and/or grants) in the international development sector (preferably with some of the following Donors: DGIS/EKN, EU, FCDO, USAID, SDC, SIDA, GIZ, ENDEV, DFAT).
- Experience in business development is highly valued.
- Work experience in an international context or developing countries is a strong asset.
- Strong verbal and written English communication skills. Fluency in French is a plus.
- An advanced knowledge of Microsoft Excel.
- Highly developed organizational sensitivity, effectively communicating in a multi-cultural context.
- A team player, able to lead budget proposal development and collaborate across multi-disciplinary teams.
- A result-oriented, pro-active, independent work approach with a high attention to detail and accuracy.
- Strong conceptual thinking skills , analysing problems systematically and investigating various components.
- The ability to quickly translate complex situations into core questions, present scenario’s and advise decision makers.
- A strong commercial approach, assessing what it takes to win and presenting value for money.
- The ability to manage multiple priorities and tight deadlines, while flexibly adapting to shifting demands.
