EU BREACH (Boosting Resilience and Adaptation to Climate Change), in Burao District.

1.0 Background

The World Vision International- Somaliland Office under SomRep Consortium is implementing EU BREACH Project (Boosting Resilience and Adaptation to Climate Change), focuses on enhancing resilience and adaptation to climate change in Burao. The project aims to reach 48,000 direct beneficiaries and 240,000 indirect beneficiaries in 20 areas of Burao, including 24,000 Internally Displaced People (IDP) in 10 IDP settlements and 24,000 individuals from host communities affected by internal displacements.

The project’s key objectives include providing durable solutions to IDPs, addressing drivers of conflict, promoting social inclusion, and improving access to public services and livelihood opportunities for affected communities. The project also emphasizes working with both IDPs and host communities to ensure comprehensive support and long-term solutions.

To achieve these objectives, the project focuses on TVET and will supports youths with Technical and Vocational Education and Training (TVET) programs, equipping them with skills for employment and self-reliance.

This project aims to promote specific technical skills among youth, particularly among young women, to improve their chances to get a job or engage in high-demand business in the form of self-employment. In order to ensure that technical trainings are aligned with needs in the market, thereby increasing the probability for increased employment, SomReP will conduct a labor market survey to establish potential marketable skills to guide the vocational training. Women and youth will be able to choose from a range of different vocational tracks in line with the assessment results. SomReP will consider both agro-businesses as well as other areas of needs in the market, providing a range of possibilities to the participants. The TVET training will take between 4-6 months depending on the trade areas identified by the labor market assessment. SomReP will target IDPs and poor urban women and youth to undergo TVET training at privately owned TVET centers, selected using regular procurement procedures and covering tuition fees and monthly stipends for transport and meals during the training period. SomReP will coordinate with relevant bodies, including TVET centers, community leaders and IDPs in the targeting of participants. Agency staff will facilitate youth to undertake an exercise of self-reflection and skills-matching to support them to choose the right technical skills to learn given their current situation and aspirations, and aligned with tracks identified in the labor market survey.

Therefore, WV seeks a consultant who will conduct a labour market/skills assessment in Burao, to determine the gaps present in the market in reference to job skills. A majority of the youth end up trained in basic courses that are often saturated in the market and thus find it challenging to secure employment. The assessment will therefore guide discussions on the curriculum and courses offered to ensure they address certain employment gaps in Burao city.

  1. PURPOSE AND OBJECTIVES OF THE ANALYSIS

The purpose of the assignment is to identify and analyse the most promising potential Trade areas/Technical skills that are needed in the local markets that could lead youth to realise positive behaviours change and access to decent work.

The assessment shall focus on identifying potential skills training courses that could increase the employability and small business entrepreneurship developments among the young men and women in Burao city, Togdheer regions.

  1. OBJECTIVES OF THE ASSESSMENT.
  • To identify what type of jobs are available in the market that can be filled by TVET graduates, with a special focus on highly demanded skills.
  • To recommend technical or non-technical skills trainings that are ranged for priority based on their feasibility and relevance to improve the youth access to decent work in local markets of Burao city**.**
  • To assess and understand the capacity of TVET service providers (Enterprise based and Vocational centers) in relation to the provision of identified market- demanded courses in Burao city.
  • Identifying and recommend the specific additional services and support needed by the trainees after they complete the identified marketable TVETs courses.
  1. THE SCOPE THE ASSESSMENT

The assessment scope area is Burco district, the assessment will focus in Burco city, target host community villages and IDPs around Burco. The thematic scope of the assessment will focus key informants from the government line ministries, business community representatives, youth groups, NGOs working on youth issues, Universities and Vocational training centres in Burao city. The target groups are following actors in Burco city:

  • Line ministries
  • Business community (Construction, Business enterprises, Companies etc.)
  • Non-skilled and unemployed Youth in the market and training centres
  • TVET providers
  • Employers
  • Skilled and employed youth etc.
  1. METHODOLOGY:

The consultant/consulting firm is expected to come up with the best approaches for undertaking this labour market survey. However, the following guiding principles should be taken into consideration:

  1. Desk review of secondary data including project documents.
  2. Interviews with, relevant government ministries and industries.
  3. Extensive mapping of labour market needs through primary data collection.
  4. Focus Group Discussions: The consultant shall conduct at least one FGD in each target group preferably separate FGDs should be conducted with boys, girls, adult women and men and the focus group discussions participants should be of same age and gender and the participants of each FGD should consist of 7 to 10 participants.
  5. Key informants’ interviews: the consultant shall have in-depth interviews with key informants including line ministries and regional government agencies official, private sector employers, previous graduates, TVET centres, parents who are victims of youth migration challenges and management of NGOs working on youth issues etc.
  6. Interview with a sample of the previous graduates to explore what trainings worked and what did not yield employment to avoid those that did not worked well.
  7. Any other methods applicable.
    1. Proposed Assessment tools.

To provide a comprehensive analysis, the consultant is expected to adopt the balance of quantitative and qualitative methods. The consultant shall prepare the detailed assessment methodologies and relevant tools before starting the assessment. The tentative tools for the assessment are included but not limited to:

  • Design HHs and individual level surveys with youth and women
  • Design FGDs with youth and women
  • Design KIIs with formal and informal businesses, e.g. private sector, business owners, community members, employee associations, etc.
  • Design KIIs with SMEs in identified value chains
  • Design KIIs with vocational training service providers
  • Design KIIs with academic institutes, i.e. local universities

4.3 data analysis

Data gathered using various methods and tools will to be collated, analyzed and interpreted systematically. Quantitative data will be analyzed using SSPS or other statistical data analysis programs available that can help generate the required information. The assessment team will decide the data coding, data filtration and entry mechanism and analytical package to be used.

Expected Outcomes (Key Results Expected / Key Deliverables)

The Consultant will be expected to deliver the following outputs:

  • A draft in-depth report covering the assessment questions detailed above
  • At least one validation meeting with key staff and stakeholders to review findings from the draft report, and to inform revisions.
  • The final report with detailed findings of the research and program-level recommendations
  • Revised first Draft Final Report, incorporating suggestions and recommendations from the reference group. A second round of revision may be required before the final version of the Final Report can be produced,
  • A final report (one electronic copy in PDF Format and one in DOC format)
  • An electronic copy of all data collection tools and the labour market study data set.
  • A final presentation of the overall findings to the stakeholders for validation.

The consultancy will be for a maximum of 40 days, effective from the contract’s signing date.

  1. QUALIFICATIONS AND EXPERTISE REQUIRED.

A firm/consultant with a strong technical background and proven presence in Somaliland with experience in conducting field assessments. Some of the key requirements are:

  • Post-graduate degree in Social Sciences, Business, Economics, Statistics or related field.
  • Strong background and experience in data collection and analysis.
  • Technical expertise in assessing issues of labor market demand and supply in Somaliland, and the ability to draw strong and valid conclusions.
  • Strong knowledge of TVET programs is essential.
  • Excellent communication and report writing skills.
  • Good understanding of Somaliland economic and local economic opportunities.
  • Demonstrated experience of working both in urban and rural settings with strong work exposure of working on youth employment programs
  • Proven experience of working in conflict settings.
  • Experience in coordinating with a diverse set of stakeholders, including government institutes, donor representatives, local and international NGOs.

Evaluation Criteria

The Selection of the consultant will be made based on cumulative analysis, i.e. mandatory requirements and technical qualifications as follows:

Mandatory requirements

  • Provide a certified copy of business registration(company/organization)
  • Provide a certified copy of the tax registration
  • References including names and contact information from previous clients who can be contacted regarding relevant experience in the translation of documents (At least three)
  • Successful bidders will be required to sign the World Vision Supplier Code of Conduct form.

Technical Evaluation

Applicants need to clearly articulate the following, but not limited to: –

  • A technical proposal explaining how the labor market assessment will be carried out.
  • At least 5-10 years of experience in undertaking labor market assessment in a conflict-affected context.
  • Have experience of conducting similar assessment in Somaliland and well familiar with Somaliland context.
  • A technical proposal with detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria for respondents.
  • Initial work plan based on methodology outlined, and indication of availability
  • Company profile or CV including a minimum of 3 references

Financial Evaluation

Financial proposal: A detailed budget indicating total costs in USD as per man day rates, work plan and any other logistical costs anticipated in undertaking the assessment and production of the final report. The report should also include:

a) Applicable tax amount must be clearly stipulated and separated from the base costs as per Kenyan law i.e.

  • Kenya – 5%
  • East Africa Region – 15%
  • International – 20%

b) Payment Terms

c) Credit Period

d) Detailed budget breakdown based on expected daily rate.

Financial proposal should not be part of the technical proposal; it should be a separate document.
