Position description

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Global Security Directorate has an opening in the Nonproliferation Policy group for a for a Business Analyst to perform end-user analysis for the Department of Commerce. Areas of research and analysis include investigation of foreign entities from civil and military sectors associated with nuclear, chemical, biological, advanced aerospace, and critical and emerging technologies.

Essential Duties
– Conduct in-depth, all-source investigative research on sponsor-requested products; compile, analyze, and input data proficiently and accurately within a moderate scope; maintain an awareness of relevant current national security events and information.

– Write clear analyses based on all-source information to capture and communicate research results accurately; write and contribute to additional analytical products as assigned.

– Exercise judgment and utilize appropriate work methods, problem solving, or resolution practices/procedures to solve analytic problems of moderate complexity and scope.

– Adjust work priorities to meet evolving needs of the team in collaboration with team and inter-lab groups.

– Develop, implement, and share ideas, strategies, and solutions; interact regularly with the team and project management.

– Train and mentor others on analytical and technical skills.

– Exercise judgment to develop, modify, or use appropriate work methods, problem analysis, or resolution practices/procedures in solving complex analytic problems of a diverse scope.

– Analyze moderately complex data proficiently and accurately within general scope, requiring advanced all-source knowledge.

– Recommend alternatives for questions that require research and interpretation of policies and procedures on a variety of topics.

– Provides professional support to program/practice/policy development and implementation.

– Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities
– Ability to secure and maintain a U.S. DOE Q-level clearance and Sensitive Compartmented Information (SCI) access, which require U.S. citizenship.

– Bachelor’s degree in intelligence, political science, English, history, or related field, or equivalent combination of education and significant experience.

– Experience working with web applications, database applications, and data entry tools and ability to learn data management tools, some of which are unique to this position.

– Experience providing clear written analyses, accurately capturing moderately complex data, and communicating research results.

– Experience working under general supervision, following predefined guidelines.

– Significant experience conducting open-source research.

– Flexibility and interpersonal skills necessary to interact effectively with colleagues, customers, and management, in an open, friendly, and professional manner, with the ability to resolve conflicts effectively.

– Maintain required security in an SCI environment for information that is under the analyst’s direct control.

– May have graduate degree or professional certification.

– Significant experience working under minimal supervision, setting own priorities, and routinely reporting progress.

– Significant experience providing clear analyses, accurately capturing data, and communicating research results.

– Advanced interpersonal skills and judgment that demonstrate creativity, imagination, and an ability to anticipate the changing needs of the intelligence and policy communities.

– General working knowledge of and experience with intelligence collection methods, organizations, and procedures.

– Experience working effectively under deadlines, coordinating workloads on multiple projects simultaneously, and meeting deadlines with conflicting priorities.

Desired Skills, Knowledge, and Abilities
– Bachelor’s degree in political science, international relations, physical science, English, history, or related discipline, or the equivalent combination of education and related experience.

– Experience and training with analytic research skills.

– Experience researching foreign entities using all sources of information.

– Knowledge of issues related to Weapons of Mass Destruction (WMD) proliferation, nonproliferation, and/or export controls.

– Excellent verbal and written communication skills necessary to effectively collaborate in a team environment and to communicate with external sponsors and customers.
