POSITION SUMMARY
Based in the Nepal Country Office in Kathmandu, the Capacity Development Associate for the SET4NPL project at GGGI plays a crucial role in enhancing the skills and knowledge of various stakeholders involved in sustainable transport initiatives. This position involves designing and delivering comprehensive training programs, developing capacity-building materials, and providing technical support to ensure the successful implementation of the project’s activities.
The Capacity Development Associate will lead efforts to build the capacity of PTOs, government officials, and technicians. The role requires collaboration with project team, government bodies, and other stakeholders to develop tailored training tools and programs, ensure effective knowledge transfer, and promote inclusive and sustainable transport solutions.
The Capacity Development Associate will report to the GGGI Project Manager and Country Representative, with frequent coordination with GIZ staff involved in the project. They will also engage with various government agencies and other project stakeholders to foster collaboration and ensure the successful delivery of capacity-building initiatives. This role is pivotal in achieving the project’s goals of promoting sustainable transport and integrating gender considerations into Nepal’s transport sector.
PURPOSE
- Work closely with the country team to develop, implement and monitor capacity building plans and strategies for the SET4NPL project and other relevant projects.
- Lead the design, review, and implementation of comprehensive capacity building frameworks for SET4NPL project, ensuring alignment with overall project objectives and GGGI’s organizational goals.
- Conduct assessments of capacity development needs of the private sector including PTOs, technicians and the government officials.
- Develop and deliver training programs and capacity-building materials tailored to the needs of PTOs, government agencies, and the private sector
- Provide quality assurance and technical support to project managers and technical leads, ensuring the effective delivery of training and capacity-building activities.
- Conduct periodic reviews and updated of the capacity building plan to ensure it remains relevant and effective.
- Support the dissemination of information and learning to ensure stakeholders benefit from the knowledge and insights gained through project activities.
- Assist preparation of Terms of Reference (ToR) for procuring external services such as consultants and firms.
- Support internal and external reporting, including tracking capacity-building progress and outcomes at the country level.
- Compile lessons learned and best practices from various capacity-building activities, contributing to the continuous improvement of GGGI’s methodologies and approaches.
- Support the training and development of skills and capacities of other staff members in the country office, such as developing training materials, designing capacity-building plans, and implementing training programs, in coordination with relevant GGGI units.
- Ensure project activities align with guidelines from key stakeholders such as MAF and meet their requirements and deliverables.
ENGAGEMENT
- Report to the GGGI Nepal Country Representative with a direct line of communication to project managers for guidance and instructions.
- Collaborate with national counterparts, including the MoPIT, MoFE, and other relevant institutions in the electric mobility sector, to acquire information and build cooperative relationships.
- Engage with PTOs, banks, and suppliers of electric mobility solutions to support the implementation of training and capacity-building activities under the SET4NPL project.
- Foster strong relationships with stakeholders to facilitate effective capacity-building initiatives and promote sustainable transport solutions.
- Coordinate with project managers to ensure the successful delivery of capacity-building programs and activities.
- Collaborate with technical experts, industry partners universities, vocational colleges, and training institutions to integrate best practices and emerging technologies in EMBs maintenance into training curricula.
- Engage with Vehicle Fitness Testing Center (VFTC) staffs and officials to identify and develop the training materials on new Electric Vehicles (EVs) quality, performance standards and equipment use.
DELIVERY
- Develop and implement capacity-building strategies for the SET4NPL project and other relevant initiatives.
- Design courses and curriculums for the transport sector, specifically focusing on e-mobility and charging station infrastructure, aligned with the project objectives.
- Lead the planning, preparation, and execution of workshops and training sessions for PTOs and distributors, focusing on accessing financial products, business development, and financial management.
- Develop training materials and organize workshops for government officials and other stakeholders in the electric mobility sector including PTOs and distributors.
- Deliver training on equipment use and new EV quality and performance standards to staff of VFTC.
- Develop and deliver EV-related courses and curriculums tailored to the current market needs in collaboration with universities, vocational colleges, and training institutions such as Council for Technical Education and Vocational Training (CTEVT).
- Develop comprehensive training modules focusing on the transition from Internal Combustion Engine (ICE) to EV maintenance, addressing key differences and technical requirements.
- Support the certification process for trained mechanics and technicians to enhance their professional recognition and career advancement opportunities.
- Develop and organize hands-on workshops and practical sessions to provide real-world experience in servicing and troubleshooting EMBs, prioritizing women technicians.
- Create specialized workshops and resources to support female drivers for the ownership and operation of EMBs, promoting gender equality and inclusion.
- Analyse training program data to refine and improve capacity-building strategies and methodologies.
REQUIREMENTS
QUALIFICATIONS
- Minimum of Bachelor’s degree in Engineering, Transportation, Environmental Science, or a related technical field. Master’s degree or a post-graduate qualification in a relevant field would be considered as advantage.
- Minimum of 3 years of experience in capacity building, training, or technical support roles, with focus on the electric mobility, transport, or energy sector.
- Experience of demonstrating the ability to train others in delivering effective training sessions.
- Extensive work experience and proven record in capacity development and institutional development related to the transport sector.
- Proven experience in the design and implementation of technical training programs and materials, particularly related to electric vehicles and electric mobility infrastructure.
- Experience working with institutions such as universities, vocational colleges, and training institutions to develop and deliver technical curricula and certification programs.
- Knowledge and experience in transport sector policies, especially those related to electric mobility.
- Demonstrated experience of working with government institutions and local communities, with additional experience of working with high-level government officials, international organizations, and multilateral development banks, will be an asset.
- Proven experience of implementation of gender equality and social inclusion (GESI) considerations in training and capacity-building activities.
- Holding certifications in capacity building are a plus.
- Good interpersonal skills and ability to work collaboratively with colleagues from diverse cultural backgrounds.
- Excellent verbal and written English and Nepali communication skills.

Working Conditions
This position is an X6, national grade level in GGGI’s salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
PROJECT BACKGROUND
The Sustainable Electric Transport for Nepal (SET4NPL) is a Mitigation Action Facility-supported project implemented by GGGI and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project’s goal is to sustainably transform Nepal’s public transportation sector and create significant environmental, health, and mobility benefits. The project aims to roll out approximately 3,500 electric mini and micro buses (EMBs) and depot charging stations nationally over five years, contributing significantly to reducing greenhouse gas emissions. Primary government counterparts for this project include MoPIT, Ministry of Finance (MoF), MoFE, and NEA. Another major objective of the SET4NPL project is to enhance the capacity of stakeholders in Nepal’s transport sector, including GoN counterparts and the private sector. The SET4NPL project aims to promote sustainable transport solutions in Nepal by building the capacity of various stakeholders, including Public Transport Operators (PTOs), government bodies, and technicians. The project also supports the GoN and relevant institutions in improving the policy and regulatory environment to enable electric mobility and help Nepal achieve its Nationally Determined Contributions targets.
