PURPOSE OF THE POSITION
IntraHealth is recruiting for a Chief of Party for an anticipated five-year ($25-50M) USAID integrated health services project in Burkina Faso (BF HSD). This position will be based in Ouagadougou, Burkina Faso. The role will be responsible for providing strategic vision, technical leadership, and overall project management.
The Chief of Party will provide overall leadership for the project to improve access to and quality of health services, including Family Planning/Reproductive Health (FP/RH), Maternal, Neonatal and Child Health (MNCH), Malaria, Nutrition, etc.
The Chief of Party will be responsible for establishing and maintaining strategic partnerships with key stakeholders at the national level and managing and coordinating all project-related activities to achieve sustainable results. They will have skills and extensive experience in adaptive leadership, management, and strategic planning. They will also possess top-notch technical expertise in FP/RH, MNCH, malaria, and nutrition in the West Africa region. Additionally, they will have strong experience interacting with governments, donors, international organizations, the private sector, and other key stakeholders at the national level. They will also have strong written and oral communication skills in both French and English.
This position is subject to fund availability and USAID approval.
MAIN RESPONSIBILITIES
- Provide technical leadership, management, administration, and coordination of the implementation of BF HSD project activities.
- Serve as the principal liaison for the project with USAID and the government, as well as with other key stakeholders, including civil society, the private sector, universities, regulatory bodies, and health associations, and establish and maintain effective relationships with all key stakeholders.
- Work with other USAID efforts to support the delivery of integrated health services at the facility level, community services, and health system strengthening efforts to ensure comprehensive support for the health sector.
- Identify pathways to scaling up in each context and capitalize on opportunities through synergies and partnerships with key national actors.
- Proactively identify challenges and constraints in program implementation and develop a plan to address these challenges and mitigate risks.
- Ensure program compliance with contractual requirements and IntraHealth standards, particularly quality deliverables (narrative and financial reports) on time and within budget, as well as action plans and program status sharing.
- Establish and maintain effective and collaborative communication with stakeholders from the Ministry of Health, USAID, IntraHealth headquarters support team, and collaborators.
- Lead and support a dynamic program team capable of continuously achieving program objectives, learning and innovating, and adapting to changing contexts.
- Oversee the process of documenting and sharing knowledge and best practices both internally with the program team and externally with the public and partners.
- Take overall responsibility for workplace safety in Burkina Faso, lead security risk assessments, security planning, and implementation of security plans and best practices, and coordinate IntraHealth’s response to security incidents.
- Create, promote, and maintain a safe and equitable work environment for all staff, including a work culture free from harassment and violence, and protection systems for project participants.
- Contribute to office life, internal communication, organizational development, and the promotion of IntraHealth’s visibility.
MINIMUM REQUIREMENTS
Education & Experience
- Hold a minimum of a master’s degree (Bac+5) in public health, business administration, international development, or a similar field.
- Have at least fifteen (15) years of proven leadership experience in implementing, managing, and delivering results in health programs in West African countries.
- Have at least ten years of experience in public health and at least two areas of the project (FP/RH, MNCH, Malaria, and Nutrition), as well as in project management, leadership, and strategic planning.
- Proven experience in creating and maintaining effective partnerships and resource mobilization with national stakeholders and development partners.
- Experience in capacity building of local NGOs to ensure project sustainability.
- Proven experience in a similar role as a Project Leader, or equivalent for a USAID-funded project.
- Proven experience supervising multidisciplinary and multicultural technical, programmatic, and operational teams.
- Fluency in French and English, both written and oral (level 4S/4R).
- Experience working with the government, donors, international organizations, the private sector, national organizations, and civil society.
- Experience in Burkina Faso preferred.
- Experience in fragile and conflict-affected environments.
- Experience managing and monitoring a consortium with multiple international and national partners.
- Ability to travel to regions of Burkina Faso approximately 15-20% of the time.
- Burkinabe or ECOWAS nationals are strongly preferred.
