Org. Setting and Reporting

This position is located in the Policy Analysis and Development Branch of the Financing for Sustainable Development Office. The Chief of the Policy Analysis and Development Branch reports to the Director. The incumbent will be responsible for formulating, implementing and managing the programme of work of the Branch, including on issues related to thematic areas of the Monterrey Consensus, Doha Declaration and Addis Ababa Action Agenda on Financing for Sustainable Development and related outcomes. The Financing for Sustainable Development Office provides effective secretariat support for sustained follow-up to and implementation of the outcomes of the International Conferences on Financing for Development and the delivery of the means of implementation of the 2030 Agenda for Sustainable Development.

Responsibilities

Formulates and implements the substantive work programme of the Branch/under his/her supervision. Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and coordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.

  • Leads, supervises and carries out the work programme of the Branch under his/her responsibility. Co-ordinates the work carried out by different work units under the Branch/and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others;
  • Supervise and coordinate the work of the Branch on monitoring, review and appraisal of follow-up efforts at all levels for the implementation of the agreements and commitments reached at the International Conference on Financing for Development, as well as within the framework of international economic, financial and development cooperation for sustainable development in general;
  • Supervise and coordinate policy analysis of major trends and leading actions in all interrelated areas of financing for development within the framework of the Addis Ababa Action Agenda (domestic public resources, domestic and international private finance, international development cooperation, trade, debt, systemic issues, science, technology, innovation and capacity building, data, monitoring and follow-up), and the preparation of the comprehensive annual report on follow-up efforts for the implementation of the Addis Agenda, as well as other reports on financing for development-related issues;
  • Co-ordinates and oversees the preparation of reports, including by the Inter-Agency Task Force on Financing for Sustainable Development and annual reports of the Secretary- General on the follow-up to the Financing for Development Conferences for presentation to intergovernmental bodies such as the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate;
  • Formulate policy recommendations and action-oriented proposals on enhancing the coherence and consistency of the international monetary, financial and trading systems in support of sustainable development, for consideration by the United Nations intergovernmental and inter-agency bodies, as well as within the Framework of consultations between Secretariat official and Government authorities;
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in reports;
  • Ensures that the outputs produced by the Branch/ maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Branch meet required standards and they comply with the relevant mandates;
  • Assists the Director in preparing the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery;
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting;
  • Recruits staff, taking due account of geographical and gender balance;
  • Manages, guides, develops and trains staff under his/her supervision;
  • Fosters teamwork and communication among staff in the Branch and across organizational boundaries;
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars;
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions;
  • Represents the Division at international, regional or national meetings.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in macroeconomics, development economics, international economic relations, political economy or related area is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of fifteen years of progressively responsible experience in economic development, economic research and analysis, and policy formulation is required;
  • Experience in coordinating the production of a major technical publication/report in Financing for Sustainable Development with input from varied stakeholders and managing a multiagency process is required;
  • Experience with policy-making processes, intergovernmental negotiations, and United Nations activities in financing for sustainable development is required;
  • Experience in managing complex programmes of work and large diverse teams is required;
  • Experience in human resources management, administration, logistics, financial management, budget or related field is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
