CIUK Local Leadership Learning Agenda – Consultant

Background

CIUK is seeking a long-term consultancy, to design and deliver an action-learning research project, gathering learnings from our growing portfolio of active programmes that have been designed with the new strategy in mind.

Scope

This portfolio currently includes two large FCDO funded programmes in Yemen and Bangladesh:

  • Building Resilience through integrated community-based and humanitarian systems transformation and leadership in Yemen (BRIGHTLY) – £60m
  • Adaptation in Ecologically Critical Areas of Bangladesh – £33m

Additional programmes may be added to the action learning research by mutual agreement between the consultant and CIUK.

The consultant will work with partners, staff and colleagues across CIUK and the CARE confederation, who are involved in the design and delivery of selected programmes. Please see the attached Terms of Reference for Further details.

Experience & Skills

To be successful, you must be an experienced technical/research consultant(s) with:

Knowledge:

  • Demonstrable understanding of the international aid sector (from international to local level), its structure, processes and the power/political economy dynamics that inform this.
  • Understanding of issues related to accountability to (and participation of) affected populations, including the barriers faced by women-led/rights organisations in delivering their mandates.

Experience:

  • Practical experience in the design and delivery of international humanitarian/ development programming with local partners.
  • The successful candidate would not require specialised expertise in all operational areas related to programme operations and delivery, as this will be provided from within CARE staff/partners. However, understanding of the key dimensions of effective delivery are crucial.
  • The candidate will supply samples of previous action learning pieces they have written.

Skills:

  • Designing and facilitating applied inclusive and participatory learning processes.
  • Developing clear analytical frameworks; synthesising a wide range of perspectives, alongside secondary data reviews.
  • Strong listening, facilitation and writing skills.
  • Excellent skills in crafting operational recommendations for programme design and delivery and politically smart recommendations for leveraging change in the wider sector.
