Purpose of Project

The overall purpose of the anticipated USAID-funded Monitoring, Evaluation, Collaboration, Learning, and Adaptation Platform (MECLA-P) is to strengthen monitoring, evaluation, and learning (MEL) and collaborating, learning, and adapting (CLA) systems and capacity, which USAID/Guatemala and its implementers need to generate and use evidence throughout implementation of the mission’s Country Development Cooperation Strategy (CDCS). The work undertaken by MECLA-P will be driven by mission needs and will cover the breadth of the mission’s current and future programs. MECLA-P will assist with designing and carrying out monitoring; evaluations, assessments, and studies; and collaboration and capacity strengthening for the USAID/Guatemala mission and, when appropriate, implementers, and other key stakeholders, in line with USAID’s Automated Directives System (ADS) 201, Evaluation Policy, and other relevant agency policies and guidance.

Position Description

LINC is seeking a Collaborating, Learning, and Adapting (CLA) and Capacity Strengthening Lead for the anticipated USAID-funded MECLA-P in Guatemala. The CLA and Capacity Strengthening Lead will lead learning, knowledge management, organizational development, and adaptive programming activities and facilitate strong collaborating, learning, and adapting management practices in USAID/Guatemala and its partners throughout the program cycle. They will also lead capacity strengthening and training on MEL and CLA practices and systems for USAID/Guatemala, its partners, and other stakeholders. This will be a full-time position contingent upon USAID award.

Responsibilities

  • Lead learning, knowledge management, and adaptive programming activities.
  • Facilitate strong CLA management practices in USAID/Guatemala and its partners throughout the program cycle.
  • Support ongoing CLA activities such as Communities of Practice and learning agendas.
  • Identify and support strategic collaboration opportunities, including workshops and/or conferences to convene USAID staff, implementing partners, and/or local stakeholders to discuss challenges, share best practices, and foster collaboration on specific topics related to USAID’s areas of intervention and strategies.
  • Support the development and/or implementation of a CLA and Knowledge Management and Organizational Learning strategy at the Mission.
  • Lead capacity strengthening and training activities on MEL and CLA practices and systems for USAID/Guatemala staff, implementers, local partners and sub-partners, and other stakeholders such as the Government of Guatemala.

Skills and Qualifications

Successful candidates should have:

  • A Master’s degree in a field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies.
  • Minimum eight years of demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management.
  • Demonstrated experience in monitoring and evaluation and USAID’s collaboration, learning, and adapting (CLA) approach, including using MEL activities and adaptive management approaches to inform and improve project implementation.
  • Prior experience working in Guatemala required.
  • Exceptional written and oral communication skills.
  • Fluency in spoken and written English and Spanish.
