Background

SoCha is seeking monitoring, evaluation, and learning (MEL) expertise, as well as training services, to strengthen the ability of our clients to execute the program cycle. This activity has three primary objectives:

  1. Improve capacity to design, implement, and monitor strategy.
  2. Increase effectiveness of evaluations and assessments.
  3. Improve capacity to collaborate, learn, and adapt throughout the program cycle.

SoCha is seeking a full-time, qualified individual to fill the role of Collaboration, Learning, and Adaptation (CLA) Specialist. The CLA Specialist position will likely be based in Yangon, though activities will occur across Burma and in Bangkok, Thailand. This position is contingent on approval.

Scope of Work

The CLA Specialist will ensure that collaboration, learning, and adaptation is intentional, systematic, and resourced throughout the activity, so that learning and evidence inform project and activity design, portfolio reviews, mid-course stock-taking, and other key decision points and pause-and-reflect moments. The required CLA plan must address collaboration, strategic learning, and opportunities for reflection. The CLA Specialist will develop plans to engage stakeholders, address knowledge gaps, and support enabling conditions for adaptive management throughout the PMP.

Minimum Qualifications and Experience

  • Master’s degree in international development, social science, or relevant field.
  • At least eight (8) years of experience in monitoring, evaluation, and learning in international and community development programs.
  • Experience and skills in facilitation.
  • Demonstrated understanding and application of international development policy and best practices in CLA and MEL.
  • Prior work experience in non-permissive environments.
  • Strong interpersonal, communication, and organizational skills.
  • Excellent oral and written communication skills in English.
