The Opportunity – CO Cash and Voucher (CVA) Program Officer

Post location: oPt Country Office – Ramallah

Contract Duration and Level of Effort: 1 year

ROLE PURPOSE:

Under the supervision of the CO CVA Manager, the incumbent will play a key role in the successful execution of Cash and Voucher Assistance (CVA) programs through direct implementation. Collaborating closely with various departments and external stakeholders, the CVA Officer will ensure the provision of support for activities, adhering to SCI CVA manual guidelines. Responsibilities include market monitoring, CVA feasibility and risk assessments, field work (both remote and phone-based), and active involvement in beneficiary identification and registration processes alongside the MEAL officer. Additionally, the role entails supporting MEAL teams in need assessments and Post Distribution Monitoring (PDMs) in the field, ensuring alignment of all CVA activities with SCI manual standards. The post holder is expected to dedicate a significant amount of time to the team in intervention areas, actively contributing to and monitoring the daily implementation of the project.

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.

KEY AREAS OF ACCOUNTABILITY:

Support Program Planning and Implementation

  • Support developing weekly and monthly activities plans in coordination with other members of the CVA team and other departments.
  • Support CO CVA PM in the WB cash flow projections.
  • Ensure CVA SOP and SCI procedures and policies are followed.
  • Carry out the implementation of project activities according to relevant plans.
  • Support tracking progress against weekly, monthly, and annual plans. Identify challenges and propose solutions to ensure timely and effective implementation of activities.
  • Together with MEAL staff conduct PDMs and other relevant monitoring data on a regular basis.
  • Under the supervision of the CVA manager, update and monitor CVA distribution trackers and relevant databases.
  • Support beneficiary accountability and participatory approaches throughout the program cycle.
  • Participate in the design of initiatives to monitor or strengthen program quality, including assessments, registration, and beneficiary tracking.
  • Support in the cash flow projections
  • Liaise with external stakeholders including financial service provider focal points to conduct cash distributions.
  • Ensure CVA SOP and SCI procedures and policies are followed.

Documentation and Reporting

  • Contributes to maintaining files and archives of CVA program support documentation.
  • Support basic analysis of program support documentation.
  • Contribute to regular reports (PDM, project reports) and other ad-hoc CVA products including CWG reporting for both WB and Gaza (5ws, CWGs bi-weekly, CWG tracking sheet, SC CO CVA tracking sheet)
  • Support the CO CVA PM in ensuring a secure and organized filing system and archive for beneficiary registration, distribution records, and other required documentation is in place. Where necessary, cross check paper-based information with electronic ledgers and reports to ensure accurate reporting.
  • Maintain files and archives of CVA program support documentation.
  • Support basic analysis of program support documentation.
  • Contribute to regular reports (PDM, project reports) and other ad-hoc CVA products.

Administrative/ Supply Chain Support

  • Support CO CVA PM in potential procurement or related tasks for FSP, telecommunication or related provider.

Child Safeguarding Responsibility:

Ensure that staff providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

EXPERIENCE AND SKILLS

Essential

  • At least 3 years of relevant work experience in project implementation in a humanitarian or development context (design, development, planning and implementation).
  • Good knowledge of project management cycle.
  • Ability to work well in a team

  • Excellent interpersonal, communication, and presentation skills.
  • Demonstrated skills, experience, and knowledge of community development (working with children and on children’s issues desirable).
  • Capacity to anticipate change and adapt the plans and priorities accordingly
  • Capacity to work in multicultural and changing environments.
  • Good knowledge of Accountability Principles and MEAL
  • Excellent English and Arabic language skills, with proven capacity to write clear, concise and results-based project reports.

Desirable

  • Knowledge in CVA implementation and best practices
  • Experience in Cash or Vouchers programs’ implementation
  • Experience in market-related monitoring
