Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest for a Communications and Outreach Manager position on the anticipated USAID-funded Public Financial Management (PFM) Activity in Sri Lanka. This position will be located in Colombo, Sri Lanka. The position is contingent upon the activity’s award and USAID approval.
Position Description/Summary: The purpose of this Activity is to improve revenue generation and expenditure controls; support participatory PFM capabilities at the subnational level, including gender responsive/equitable budgeting; assist the deployment of e-government systems for fiscal transparency; and strengthen oversight and accountability mechanisms, updating competencies of public services.
The Communications and Outreach Manager will work under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff. The Communications and Outreach Manager will be responsible for developing and implementing communication strategies, managing public relations activities, overseeing social media engagement, and ensuring effective dissemination of project information to stakeholders and the public.
Responsibilities:
* Oversees development of a strategic communications plan and development of success stories, event planning, and social media management.
* Manages timely and quality USAID reporting.
* Links activities to project communications and learning events.
* Facilitates communications and outreach trainings to relevant partners and stakeholders.
Minimum Qualifications Required:
* Minimum bachelor’s degree in communications or a related field.
* Minimum 5 Years of relevant experience.
* Demonstrated experience developing communications and outreach strategies for donor-funded programming. USAID experience preferred.
* Ability to translate complex concepts into digestible content.
* Demonstrated experience working on communications content for policy development, budgeting, taxes, advocacy, and/or citizen engagement.
* Strong staff management and time management skills.
* Professional proficiency in English is required.
* Professional proficiency in Sinhala and/or Tamil is strongly preferred.
* Sri Lankan nationals are strongly encouraged to apply.
