  1. Organizational Department / Unit to which the Consultant is contributing: Operations

Under the overall supervision of the Deputy Regional Director for Operations for West and Central Africa and with technical supervision from IOM’s Advisor on Peace and Security, the Conflict Advisor (CA) in RO Dakar will support the mainstreaming of conflict sensitivity by overseeing the implementation of the Conflict Sensitivity Analysis System (CSAS), drafting and operationalizing conflict analyses, facilitating a conflict-sensitive lens during crises, and providing leadership on conflict sensitivity and analysis.

  1. Category A Consultants: Tasks to be performed under this contract
  2. Overseeing the iimplementation of CSAS in the West and Central Africa Region including facilitating the country-level rollout of CSAS, ensuring efficient and effective implementation in multiple countries within the region, and supporting conflict sensitivity focal points with their initiatives.
  3. Drafting and operationalizing conflict analyses that can support (1) regional offices in their development of regional strategies, thematic guidance, and resource management decisions; (2) global senior leadership with the analysis to guide their member state engagement and external communications; and (3) country offices by providing an additional layer of insight into regional and cross-border dynamics.
  4. Work directly with the Regional Director, Deputy Regional Director, RTSs, RRMO, etc. and country offices in the region to provide practical, realistic recommendations for the operationalization of the analysis. This includes developing a strategic approach for mainstreaming conflict sensitivity and core humanitarian standards across IOM’s regional operations and programmes, building national staff capacity and generating a shared understanding of the operating context.
  5. Supporting emergency response following new or evolving crises by working closely with the EPC RTS to provide conflict analysis, develop conflict-sensitive action plans, and capacitate colleagues in impacted country offices on the operationalization of conflict sensitivity into their daily work.
  6. Positioning IOM as a leader in the operationalization of conflict sensitivity and conflict analysis in the region. This includes supporting the delivery of donor-requested conflict sensitivity trainings, participating/leading in interorganizational regional fora related to conflict sensitivity and analysis, and engaging with donors like PBSO and the World Bank to increase visibility and funding possibilities
  7. Perform any other duties as may be assigned by the supervisor.

  1. Education:

Master’s degree with a major study related to conflict sensitivity including field research in relevant topics with a Minimum of 5 years’ experience in drafting conflict analyses through a migration lens. A PhD preferable.

  1. Experience:
  • Minimum 5 years’ experience drafting conflict analyses through a migration lens.
  • Experience developing and drafting conflict sensitivity tools and guidances.
  • Experience working on the integration of conflict sensitivity in humanitarian, development, and peace programming.
  • Extensive experience capacitating colleagues on conflict sensitivity as a cross-cutting principle and applying it to their individual workloads.
  • Experience operationalizing conflict analyses across all thematic programming and resource management units.
  • Experience leading complex country-level processes that require strong facilitation, managerial, and organizational skills.
  • Experience collaborating with at least one country-level conflict sensitivity facility.
  • Experience working with IOM in complex humanitarian emergencies and applying analysis to problem solving in difficult responses.
  • Experience working in West and Central Africa is essential, ideally with IOM.
  • Excellent written and spoken communication and presentation skills with the ability to adapt to the target audience.
  • Experience in reporting, project development, donor engagement, and liaison work is an advantage.
  1. Skills:
  • Strong analytical skills with the ability to draft comprehensive conflict analyses through migration lens.
  • Proficiency in developing, drafting, and implementing conflict sensitivity frameworks and tools.
  • Experience in capacity building and delivering conflict sensitivity training sessions.
  • Excellent communication, interpersonal and negotiations skills.
  • Ability to work effectively in a multicultural environment.
  • Strong leadership and coordination skills, with the ability to manage multiple tasks and priorities.
  • Deep knowledge of IOM’s operations and way of working.
  • Knowledge of UN/IOM’s regulations, policies and procedures.
  • Knowledge of project budgeting and financial management.
  • Knowledge and experience in working with PRIMA is an advantage.
  1. Language:
