Background: The IRC has several decades experience working to support the formation of women and girls’ groups and community-based organizations (CBOs) to lead the delivery of GBV programming in humanitarian contexts. However, documentation of this CBO led approach to WPE programming remains a gap for IRC and the wider GBV programming community. This consultancy will capture this good practice through dialogue with women and girl leaders, CBO members and WPE programming team members to develop guidance for use by GBV actors in collaboration with women and girls’ groups and CBOs to strengthen partnership with women and girls’ movements to sustainably deliver GBV prevention and response activities in humanitarian contexts.

  • Literature Review: Prepare a literature review of existing documentation within WPE country programs and CBOs which captures lessons learned, capacity strengthening approaches and guidance currently or previously in use, with a focus on Sierra Leone, Liberia and DRC.
  • Key Informant Interviews: Design and implement a formative learning approach to capture best practice in CBO led WPE programming. Prepare KII guides and share for review. Conduct KIIs and share findings from KIIs in a brief report.
  • Learning Workshop: Lead the design of a learning workshop with CBOs, NGOs, WPE team members and regional WPE Technical Advisors. Co-facilitate the learning workshop and compile a brief workshop report.
  • Develop guidance for GBV actors to support their collaboration and resourcing of women-led CBOs to sustainably deliver GBV prevention and response programming
  • Prepare a draft structure for the guidance note and submit for review
  • Complete a first draft of the CBO led WPE programming guidance note and submit for review
  • Revise and finalize the guidance note based on Technical Advisor, WPE country program and partner feedback
  • Develop an M&E toolkit for use by GBV actors and women-led CBOs to monitor capacity sharing activities and programming at community level
  • Include existing WPE M&E tools used for WGSS, GBV Case Management, Girl Shine, and EMAP
  • Review PEERS partnership equity and health check tools and adapt as needed for use with CBOs
  • Draft M&E toolkit and submit for review
  • Update M&E toolkit based on Technical Advisor, WPE country program and partner feedback

Qualifications

Qualifications Requirements:

  • Master’s/post-graduate degree in development, social sciences, humanitarian affairs, rights or relevant field or equivalent combination of education and experience.
  • A minimum of 5 years implementing and/or managing women’s community programming in diverse crisis or post-crisis field settings, preferably adopting community approaches.
  • Solid and demonstrated understanding of protection programming, the role of community structures, particularly women’s structures, in humanitarian programming for protection outcomes and direct experience in GBV programming is an added advantage.
  • Experience providing technical support and guidance to a diverse team towards strategic goals, including an ability to collaborate with staff in cross-cultural settings and at a distance.
  • Experience working in INGOs and/or in partnership with women’s rights or women-led organizations.
  • Fluent French and English is an advantage.
  • Strong writing, facilitation, and training skills both face to face and remotely
  • The ability to work productively and accurately in a consultative, fast-paced, and demanding environment.
  • Ability to identify priorities, draw conclusions and propose concrete, operational, and realistic recommendations.
  • Good adaptability and culturally sensitive attitude
  • High level of organization and time management, as well as the ability to learn quickly and produce high-quality work under tight deadlines.
  • Can discern the difference between confidential and public information and can anonymize sensitive information.
