BACKGROUND
Purpose of Activity/ Assignment:
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital.
Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings. Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention and risk mitigation of, and response to GBViE one of its targeted priorities in its new Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the new Child Protection Strategy.
As part of its continuous efforts to improve GBViE service delivery globally, UNICEF finalized in partnership with the International Rescue Committee (IRC) the second version of the Caring for Child Survivors of Sexual Abuse Guidelines (CCS) and associated training package. The aim of the revision was to ensure learning, evidence and resources from the past 12 years were incorporated into the CCS resources. In addition, an e-learning course focusing on the basic modules of the training packages (i.e. modules 0-2) was developed in 2023 to better address training needs across multiple contexts, and to respond to the increased demand for remote and online learning. The content of the e-learning is being translated into French, Spanish, Arabic and Ukrainian. Technical support is now required to upload the various versions of the course on Agora and proceed to quality insurance.
Scope of Work:
Under the supervision of the GBViE Specialist, the consultant will be responsible for the following deliverables:
– Adapt and finalize the translated course content for upload in 4 languages;
– Upload the course content of the CCS training package (in PPT with notes) in 4 languages on the Agora platform;
– Support the internal/external testing and troubleshooting of all course components in the 4 languages in coordination with UNICEF, and incorporate the changes as need be;
– Develop a protocol for the GBVIMS+ e-learning course, based on use analysis and recommendations for efficiency.
UNICEF will provide guidance throughout the consultancy, clarify the technical, design and accessibility requirements and make sure all documents and information are timely available. The Agora Team will provide technical support as required. The consultancy will be home-based, with no travel required.
Terms of Reference / Key Deliverables:
Adapt and finalize the translated course content for upload in 4 languages
– Translated XLIFF files imported in the course module files in Rise
– Translated text inserted manually in images, graphics, thumbnails, screenshots and labels
– 2 Videos edited per language, including translated voiceover, screen text and subtitles 15 August 2024
Upload the course content of the CCS training package (in PPT with notes) in 4 languages on the Agora platform.
– Course pages set up on Agora, including modules, pre-post quizzes and survey.
– CCS training digitalized and accessible on Agora in 4 languages.

Support the internal/external testing and troubleshooting of all course components in the 4 languages in coordination with UNICEF, and incorporate the changes as need be.

Qualifications
Education:
– University degree in Instructional design, adult learning, educational technology, human-computer interaction or online and distance education desirable. Social science, design/media or management degree (project management, human resources, business administration, international relations, psychology, etc.) possible if complemented with relevant on the job experience. Additional professional training in LMS (Moodle), programming languages (HTML, JavaScript, Java, etc.), an advantage.
– Fluency in English (verbal and written) is required.
– Fluency in French, Spanish, Arabic and/or Ukrainian is considered a strong asset for this role.
Work experience:
– At least eight (8) years’ experience leading digital innovations, preferably in the field of gender-based violence, gender and/or health. Experience with digital systems analysis in a non-profit setting and/or in the international development field, including with a UN agency.
Knowledge/Expertise/Skills required:
Work Experience
– At least 5 years’ experience working on the development and implementation of online and/or blended learning programmes. Experience in working with learning management systems as a solution to deliver e-learning programmes is mandatory, preferably knowledge of Totara and/or Moodle.
Competencies
– Exposure to international professional contexts and/or multicultural environments within the United Nations Systems, preferably in UNICEF.
– Prior experience in the design and development of online learning activities and resources for adults.
– Prior hands-on experience in innovating and using modern technologies and methodologies to support UNICEF’s learning initiatives is desirable.
– Advanced knowledge and understanding of Moodle LMS environments – in particular regarding content development and set up.
– Knowledge and experience with Articulate Rise, Camtasia or similar, modern authoring tools.
– Strong pedagogical skills, capacity to develop self-paced e-learning courses.
– Good understanding of graphic design for learning principles.
– Knowledge and understanding of content management platforms and knowledge sharing tools are highly desirable.
– Attention to detail, excellent organizational skills, ability to work well with others.
– Ability to work with virtual teams
– Excellent oral and written communication skills

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
