Consultancy on EbA Advocacy in Grenada

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 191 member National Societies. IFRC is committed to building the resilience of communities to disasters by advocating for laws and policies that promote an enabling environment for disaster risk reduction and climate change adaptation, including the scaling up of nature-based solutions to protect people and ecosystems at risk from the climate crisis and to reduce disaster risks.

In the Americas, the IFRC Secretariat is organized through a group of support services and technical functions, and geographical configurations of Country Cluster Delegations and Country Delegations. The Country Cluster Delegation (CCD) in Port of Spain (POS) covers 13 countries in the Caribbean. Various teams deliver assistance, support, and advice to national Red Cross societies. In turn, these teams are supported by support services teams.

This project is being carried out within the context of the Ecological Connectivity and Community Resilience Project, led by IFRC in collaboration with National Societies and funded through the Caribbean Biodiversity Fund. The overall goal is to contribute to the sustainable management and/or restoration of ecosystems to strengthen the resilience and reduce climate risks in relation to target communities in Jamaica and Grenada, while also contributing to biodiversity conservation and climate change mitigation.

 

Job Purpose

Consultancy Purpose and Objectives

The purpose of this consultancy is to conduct a legal and policy assessment of the Woburn Clarke’s Court Bay Marine Protected Area to:

1. Understand the situational analysis including the legal, policy, environmental, social, economic and political environment at the national level and local level (of Woburn Clarke)
2. Determine the rights and interests of all stakeholders of the Woburn Clarke area including private sector, public sector, civil society and community members

• Examine the potential benefits, opportunities and barriers for an ecosystem-based adaptation (EbA) intervention to rehabilitate and/or restore the mangroves in the Woburn Clarke area with a view to reducing disaster risk and helping people adapt to the impacts of climate change

1. Provide legal and policy recommendations to support the development of an advocacy strategy for an EbA intervention in Woburn Clarke’s.

The assessment should build on the previous learnings of the Grenada Synthesis Report, taking into account the policy and legislative framework at the national and local levels and the recommendations identified by stakeholders.

Consultancy Deliverables

 

The key deliverables for this consultancy will be the following:

• An Inception Report which includes a detailed work plan and a stakeholder engagement strategy.
• Desk Review Report which includes an analysis of the legal, policy, environmental, social, economic and political environment at the national level and local level (of Woburn Clarke).
• Conduct of consultations among key stakeholders relevant to Woburn Clarke’s to: (i) support desk reviews and documentary research; (ii) understand the social, economic and political environment at the national and local level; (iii) understand rights and interests of stakeholders; (iv) identify opportunities and barriers for an EbA intervention; and (v) to develop and validate recommendations.
• Stakeholder Consultation Report which includes a summary of discussions with stakeholders outlining their views and perceptions (rights and interests), their views on desk review findings and recommendations, and other empirical data relevant to the stakeholders consulted and issues discussed.
• A Final Report which consolidates all the research from the desk review and stakeholder consultations. It should include a legal and policy assessment conducted on Woburn Clarke’s which outlines the potential benefits, opportunities and barriers for an EbA intervention with evidence-based legal and policy recommendations to support the development of an advocacy strategy for an EbA intervention in Woburn Clarke’s.

 

Job Duties and Responsibilities

Methodology

The consultancy deliverables may take on the following methodology:

• Conduct of a desk review on the relevant laws, policies, plans and practices (e.g. on disaster risk management, environmental, land use, planning, sustainable development etc.) relevant to Grenada and Woburn Clarke’s, and literary research relevant to NbS and EbA. Research should also include a review of previous policy work done by IFRC in Grenada, namely the Synthesis Report under the Resilient Islands Project.
• IFRC benchmarking tools should be used to conduct the legal and policy assessment and analyse findings and recommendations. These tools include the Disaster Risk Governance Guidelines and the Checklist on Law and Disaster Risk Reduction.
• Stakeholder consultations:

Stakeholder consultations may be conducted using a variety of formats such as key informant interviews, focus groups, surveys, community engagement tools, workshops or other kinds of investigation and information gathering. It is preferable for consultations to be conducted in-person where possible.

Key Tasks

To fulfil the consultancy deliverables, the consultant will be required to undertake the following key tasks:

• Serve as the primary researcher in all issues relevant to the Project Objectives.
• Liaise with the Grenada Red Cross Society in relation to identifying and connecting with relevant stakeholders and engaging with the Woburn Clarke’s community.
• Report to the IFRC Disaster Law Team at the Port-of-Spain CCD as required.

Support to be provided to the Consultant

The Consultant will be supported and managed directly by the IFRC Disaster Law Team based in the Port-of-Spain CCD. Technical guidance and inputs may also be provided by the Grenada Red Cross Society. The Consultant will report to the Disaster Law Officer in the Port-of-Spain CCD.

 

Timeframe

 

The estimated timeframe for this project is a maximum of 5 months (September-January 2025).

 

Payment

 

Payment will be made in three instalments, upon:

• The signing of the Consultancy Agreement;
• Delivery of the Inception report, Desk Review Report, conduct of stakeholder consultations and the Stakeholder Consultation Report; and
• Delivery of the Final Report, and completion of all other deliverables under this Terms of Reference.

Education

REQUIRED:

• Bachelor’s degree in law
• Advanced qualification or equivalent experience in a relevant area (law, humanitarian policy, disaster management, environment, climate)

Experience

REQUIRED:

• Demonstrated research, writing and reporting experience in English (sample to be provided)
• Demonstrated experience in project management and office administration
• Demonstrated experience with organising and managing files, documents and databases
• Experience with networking, communicating and advocacy to different stakeholders such as government, CDEMA, Red Cross / Red Crescent, UN, NGOs and other organisations
• Experience in developing and implementing advocacy strategies for law/policy reform
