The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 191 member National Societies. IFRC is committed to building the resilience of communities to disasters by advocating for laws and policies that promote an enabling environment for disaster risk reduction and climate change adaptation, including the scaling up of nature-based solutions to protect people and ecosystems at risk from the climate crisis and to reduce disaster risks.
In the Americas, the IFRC Secretariat is organized through a group of support services and technical functions, and geographical configurations of Country Cluster Delegations and Country Delegations. The Country Cluster Delegation (CCD) in Port of Spain (POS) covers 13 countries in the Caribbean. Various teams deliver assistance, support, and advice to national Red Cross societies. In turn, these teams are supported by support services teams.
This project is being carried out within the context of the Ecological Connectivity and Community Resilience Project, led by IFRC in collaboration with National Societies and funded through the Caribbean Biodiversity Fund. The overall goal is to contribute to the sustainable management and/or restoration of ecosystems to strengthen the resilience and reduce climate risks in relation to target communities in Jamaica and Grenada, while also contributing to biodiversity conservation and climate change mitigation.
Consultancy Purpose and Objectives
The purpose of this consultancy is to conduct a legal and policy assessment of the Woburn Clarke’s Court Bay Marine Protected Area to:
The assessment should build on the previous learnings of the Grenada Synthesis Report, taking into account the policy and legislative framework at the national and local levels and the recommendations identified by stakeholders.

Stakeholder consultations may be conducted using a variety of formats such as key informant interviews, focus groups, surveys, community engagement tools, workshops or other kinds of investigation and information gathering. It is preferable for consultations to be conducted in-person where possible.

To fulfil the consultancy deliverables, the consultant will be required to undertake the following key tasks:
Support to be provided to the Consultant
The Consultant will be supported and managed directly by the IFRC Disaster Law Team based in the Port-of-Spain CCD. Technical guidance and inputs may also be provided by the Grenada Red Cross Society. The Consultant will report to the Disaster Law Officer in the Port-of-Spain CCD.

The estimated timeframe for this project is a maximum of 5 months (September-January 2025).
