DURATION AND PLACE OF PERFORMANCE OF THE SERVICE

  • Start date: as soon as possible, latest 10th of October 2024
  • End date: 20th December 2024
  • Place of performance: the selected consultant(s) is required to carry out the assessment in the country office and site office.
  • Country office: located at GIA Tower, G17 Floor (G1711-13A), Sopheak Mongkul Street, Koh Pich City, Tonle Bassac, Chamkarmon 120101, Phnom Penh.
  • Site office: located at 7th Village, Kompong Cham city, Kampong Cham Province, Cambodia.

WORK PLAN

  • Based on the proposed schedule included in these Terms of Reference, the consultant should establish a work plan for the completion of the service
  • The work plan should give a clear description of how the consultant intends to approach the activities necessary to the service’s completion
  • The plan should indicate the rate of progress and/or level of completion of the service, including criteria and indicators for checking that it is proceeding as planned.

Duties

  • Scope of Work

  • The assignment is divided into 2 lots. Lot 1- Waste management for country office and site office, Lot 2- Support the implementation of sustainable procurement criteria in the country. Interested consultants can submit their proposal for lot 1 or lot 2 or both lots.

  • Lot 1: Waste management (country office and site office)

    • Identify and quantify the volume and category of waste by office
    • According to the identification of our volumes and categories of waste by office, map the recycling channels present in the areas of intervention, during site visits;
    • Carry out assessments during visits;
    • Identify the hazardous waste management channels if relevant;
    • Development of the collection process in the capital and bases, towards the recycling channels;
    • Initiate contracts with the recycling and waste management sectors, and framework recycling contracts
    • Collect/capitalize program expectations on waste (written report to be relayed to programmes and headquarters).
  • Lot 2: Support the implementation of sustainable procurement criteria

    • Identify and collect the recurring purchases under framework contracts and large purchases (above 20 000 USD)
    • Following this identification, analyse the uptake of sustainable procurement criteria in those contracts over the past 12 months using the sustainable procurement criteria database
    • (Market analysis) Identify suppliers for the categories of goods selected, and assess their capability to meet the sustainable procurement criteria
    • Collect/capitalize program opportunities to integrate the sustainable procurement criteria in our recurring puchases and large purchases (written report to be relayed to the programme and headquarters).

    Requirements

  • Academic background, training, experience

    • Minimum Requirement: 3 years of studies in one of these areas BSc in Environmental Science, waste management, or Supply Chain Management / Logistics
    • Minimum of 2 years’ extensive experience in Environmental or waste management projects or supply chain/logistics, preferably in Humanitarian or development work;
    • Working knowledge of the Federal, State, or local environmental and waste regulations;
    • Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently.
    • Expert User of Microsoft Office Suite 2016 (Word, Excel, PowerPoint, Outlook). Ability to manage and follow work plans.
    • Strong verbal, written and communication skills. Ability to maintain confidentiality.
    • Ability to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment.
  • Working languages

    • This assignment should be executed in English, which will be the working language. All documents, correspondence, reports, technical data, exchanged between parties should be in English.

REQUIRED DOCUMENTS FOR PROPOSAL

Proposals from interested consultant(s) must include the following documents:

  • An Expression of Interest/cover letter, including how the skills and competencies described in the Terms of Reference are met.
  • A Curriculum Vitae detailing the consultant’s experience and qualifications to undertake the assignment.
  • A technical proposal outlining the proposed methodology and a tentative work plan.
  • A financial proposal in USD that includes the daily consultancy fee and associated costs (e.g. international flight ticket, airport transfers, accommodation and external translator fee during the field visit, etc.).
  • An example of previous works produced by the consultant.

EVALUATION PROCEDURE

Evaluation of proposals will be made by a Selection Committee in two phases:

  • Administrative selection: The committee will first check for completeness of the application and verify that all compulsory items listed above are included. Incomplete applications will not be considered for technical selection.
  • Technical and commercial selection: The best applicant will be selected based on the quality of the technical proposal, the competitiveness of the financial proposal, the skills and previous experiences of the consultant, the delivery lead time, the payment terms, and the demonstrated expertise of the applicant to successfully undertake the assignment.

Only candidates who pass the administrative selection will be considered for the technical assessment. Shortlisted applicants may be invited for an online interview (or offline interview).
