FHI 360 is currently implementing the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global initiative funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) to achieve and sustain epidemiological control of HIV. The project is being led by FHI 360 as the main implementer and spans an eight-year period, from April 15, 2019, to December 30, 2027.
The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.
The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with Global Health Security (GHS) priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals.
FHI 360 is currently seeking qualified candidates for the position of EpiC Kyrgyzstan consultant on development of One Health M&E Framework for GHS.
**Objective:**to develop a whole-of-government, cross-cutting GHS M&E framework and implementation strategy, working together with USAID, CDC, WHO, FAO, other GHS donors and implementing partners, and the Government of the Kyrgyz Republic (including Ministry of Health (MOH), Ministry of Agriculture (MOA), and Ministry of Natural Resources, Ecology and Technical Surveillance (MONRETS)). EpiC will closely coordinate with the members of the One Health Committee and GHS partners, such as World Bank, Pandemic Fund, FAO, WHO and CDC to discuss and agree upon the approaches for the development of this One Health M&E framework.
Key Responsibilities:
- Conduct meetings with the ministries of MOH, MOA and MONRETS to establish a Technical Working Group (TWG).
- Provide active/ongoing coordination/communication with government employees within the TWG.
- Working closely with the TWG to conduct assessment and mapping of existing M&E systems/structures within the ministries of MOH, MOA and MONRETS to identify gaps in data collection, reporting, analysis and potential ways to streamline/harmonize indicators for One Health.
- Develop One Health M&E framework and Implementation Strategy working closely with the TWG, One Health Committee and GHS partners in the country.
- Design the One Health M&E tools and instruments a part of the One Health M&E Implementation Strategy.
- Develop and/or revise performance monitoring/assessment and learning tools.
- Provide onsite and on-the-job technical assistance to SI and M&E specialists and others as required and requested as part of overall capacity building and continuous improvement schemes.
- Technical assistance to review, customize, update and/or the development of required GHS related documents (policies, guidelines, SOPS etc.).
Qualifications:
- Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant disciplines.
- At least 10 years of experience working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs. Experience working on M&E of the GHS programs is preferable.
- Effective communication skills and/or experience engaging with government officials, consensus building, etc.
- Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports, experience in Tableau or Power BI preferred.
- Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software.
- Demonstrated ability to perform complex data analyses and make recommendations based on findings.
- Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations.
- Demonstrated working knowledge of the Kyrgyz Republic’s health service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
- Demonstrated experience in training and mentoring staff and others.
- Excellent report writing, analytical and communication skills, including oral presentation skills.
- English and Russian language fluency required.

Bishkek.
Travel
- 20%, mostly within the Kyrgyz Republic.
Procedure for payment of rendered services
Payment of rendered services is carried out upon the fact of their provision according to the agreement.
Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria: candidate’s education and relevant experience; fluency in English; proposed daily rate.
