Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The Capacity Building Specialist will assist the Programme Manager to operationalize the CSSF, which a focus on capacity building. The CSSF represents one of the three programmatic areas encompassed by the recently developed Rapid Stabilization Support and Early Recovery Initiative project (CS.1278). The project is co-funded by the Foreign, Commonwealth and Development Office and the Ministry of Foreign Affairs of Denmark and has a duration of 12 months. The project has the objective to contribute to stability and peace through an integrated stabilization package that provides a contextually appropriate bridge to longer-term development interventions, with an exit strategy defined in conjunction with government and civil society counterparts. The project will strive to achieve this objective by leveraging three integrated yet distinct programmatic models, including the CSSF, which will contribute to identify, prevent and address the complex safety and security challenges prevalent in Somalia, thus ultimately making headways towards rebuilding the social contract between State Actors and their communities. This pilot will also seek to foster strategic collaboration, build institutional capacities at different levels, empower communities and develop joint responsibilities to collectively prevent and address safety and security concerns in an effective and sustainable manner.

Nature of the consultancy:

Core Functions / Responsibilities:
The core duties shall include the following:
- Under the supervision of the Programme Manager, and in coordination with other relevant team members, conduct an initial assessment aimed at identifying and mapping relevant national and international stakeholders providing technical assistance in the field of safety and security in Somalia, along with their respective mandates and interventions. The assessment will contribute informing the development of key documents aimed at framing the piloting of the CSSF in Somalia, including training materials.
- Under the supervision of the Programme Manager, develop and/or adapt comprehensive training materials, for state security actors and community members – inclusive of handouts, power point presentations, training agenda, monitoring and evaluation tools and any other relevant support documents – pertaining the operationalization of the Collaborative Safety and Security Framework (CSSF). The training materials will have to take into account IOM institutional knowledge and resources, as well as being adapted to the local context and its security architecture.
- In coordination with IOM Somalia’s Disability Inclusion Officer and the PSEA Focal Point, make sure to incorporate gender mainstreaming and disability inclusion elements in the training materials produced, to improve women and girls, youths, minorities, and vulnerable groups’ access to security, justice and peace in newly retaken areas.
- In coordination with the Monitoring and Evaluation team, design tools and mechanisms – including training report templates – aimed at gathering qualitative and quantitative data pertaining capacity building activities, conducted at different levels, and targeting different stakeholders.
- Deliver training of trainers (ToT) for IOM staff on the newly developed CSSF curricula, for state security actors and community members.
- Plan, deliver, monitor and evaluate training of trainers (ToT) for selected state security actors on the newly developed CSSF curricula.
- Provide technical assistance to the selected ToT in planning, delivering, monitoring and evaluating cascading trainings across state security actors in targeted communities.
- Plan, deliver, monitor and evaluate trainings for communities’ members in targeted communities on the newly developed CSSF curricula.
- In coordination with the Programme Manager, foster cooperation with other international stakeholders – including the European Union Capacity Building Mission in Somalia and the UNSOM Police, among others – to explore synergies around joint capacity building efforts.
- Under the supervision of the Programme Manager, provide inputs into any future programme development with regards to training methodologies and budget.
- Identify gaps and suggest strategies to be adopted in order to enhance capacity building activities.
- Perform other tasks related to the preparation of the training materials that may be required in coordination with the Project Manager.
- All the training materials – inclusive of handouts, power point presentations, training agenda, monitoring and evaluation tools and any other relevant support documents – are to be delivered to the Programme Manager and duly filed. Meeting minutes and NFF concerning meetings, consultations and workshops with local and international partners are also to be delivered to the programme Manager and duly filed.
Performance indicators for the evaluation of results
- All the trainings, including ToT, are to be fully delivered, monitored, evaluated and comprehensively reported on, as per the workplan compiled at the beginning of the assignment.
- Regular updates are to be provided to the Programme Manager, coherently with the workplan compiled at the beginning of the assignment. Challenges are to be openly discussed in order to jointly develop adequate solutions.
- The assignment must be completed as per mutually agreed date.
Required
Education
- University Degree or Masters, or an equivalent combination of relevant training and field experience in the areas of social sciences, security governance, community engagement, and capacity building.
Experience
- Minimum experience of 7 years in related field.
Skills
- Ability to work harmoniously with colleagues from varied cultures and professional backgrounds.
- Personal commitment, efficiency, flexibility, and drive for results.
- Strong computer background including experience with relational database and Microsoft applications such as Excel, PowerPoint, Word, and Outlook.

- Ability to coordinate actions with emergency response actors and makes use of coordination structures.
Languages
- Fluency in English (oral and written). Working knowledge of Somali is an advantage.
Travel required
- Travel required to the targeted Federal Member States and field locations, as agreed with the Programme Manager, to deliver in-person trainings, attend meetings and address any other programmatic needs that may arise.
