Description of the Assignment:
The UNDP-funded initiative Accelerating Carbon Neutrality in the Philippines aims to establish an enabling environment for improved greenhouse gas (GHG) emissions monitoring and reporting, including strengthening capacities of the private sector and BARMM officials and select stakeholders on the development of domestic carbon markets.
As part of UNDP’s technical assistance to BARMM, the Accelerating Carbon Neutrality in the Philippines will strengthen BARMM’s initiatives on Environment and Natural Resources (ENR) related policy development, baseline assessment, institutional strengthening, partnership-building, local government and community-based planning processes. Specifically, this effort will contribute to BARMM’s programs on resilience-building, i.e., development of climate change, ENR and biodiversity interventions.
Through the Accelerating Carbon Neutrality in the Philippines, the UNDP will provide BARMM technical assistance on capacitating MENRE on developing policies, institutional arrangements and feasibility study in engaging in voluntary forest carbon landscape, including blue carbon.
This initiative will complement the Project Accelerating Green and Climate Finance in the Philippines: Nature-based Solutions (AGCF), funded by the Government of Canada aims to increase private sector investments into gender-responsive nature-based solutions (NBS) for climate resilient technologies, innovations, practices, and approaches. This will support a just transition to resilient and low emission development that sustains nature and ecosystems and protects the rights of all who are affected and at risk.
This Project will contribute to realizing the economic prize offered by investments in nature-based solutions (NbS) in the Philippines. It will also demonstrate how these additional investments can generate solid financial returns and contribute to the achievement of other SDG goals such as gender equality, expanding access to clean water, job creation, increase in incomes of local communities, increased food production, sustainable consumption, and production, enhanced natural resilience, among others. Under Component 1, the Project is assisting DENR in formulating its carbon trading policy roadmap and conducting a feasibility study on carbon finance. This collaboration positions DENR to create an enabling environment for increased investments in carbon projects, aligning with its commitment to advancing nature-based solutions for effective climate actions.
