Consultant – Communication

1.Purpose of consultancy

The main objective of this consultancy is to provide technical input to WHO Country Office (CO) for Egypt in developing and coordinating written outputs for media relations and communications activities related to the ongoing Gaza emergency, work of WHO and showcases the donor visibility of the Government of Japan, in supporting the work of WHO in Egypt for the Gaza emergency response.

2.Background

The WHO CO Egypt continues to face a significant surge in work as a result of the ongoing Gaza emergency. At the same time, WCO is leading several crucial portfolios, with an increasing donor funding, regarding building the resilience of the health system in the face of health emergencies: including but not limited to the one health approach, pandemic preparedness, surveillance and response to emergencies, and mental health and psychosocial support services upscaling). The ongoing Gaza crisis is affecting Egypt, its neighboring country, in a multi-fold way and that requires urgent response by the WCO in terms of implementing life-saving emergency health services through rapid response and anticipatory action interventions in emergency-affected areas of the country, both to the displaced people (expected to amount to 850,000) as well as the host communities. Health needs are among the most pressing needs for the people affected by the crisis, and WHO is the lead UN agency in that regard that is mandated to support the health response and bring partners together.

Based on the above, raising awareness and understanding of the CO’s current work through communications and media outreach activities across Egypt, as well as ensuring credit is given to donors/partners through visibility outputs remain vital for: positioning the WCO’s health leadership amongst UN agencies; reaching beneficiaries; recognizing the CO’s donor partners; and supporting resource mobilization efforts.

Moreover, with the ongoing emergency, it is critical to dedicate efforts to highlighting the WCO response in the field at the global level through impactful human-interest stories, documentation, media outreach and visibility.

Moreover, as a result of increased and forthcoming contributions from various donors for supporting the work of WHO in Egypt, support is needed for a communications consultant writer who can support the communications, visibility and media outreach for the Gaza emergency that will help support the office’s preparedness and response to health emergencies.

A Communications consultancy is therefore required to support the CO with managing and implementing the activities and initiatives as mentioned above.

3.Work to be performed

To provide 8 months consultancy services to WHO country office of Egypt with the following deliverables:

Output 1; Coordination for communication and information product development

i.Work with different partners on the coordination of conceptualizing and planning of visibility materials and communication products such as audio/video/print materials for review, and submission for final approval to ensure that the work of WHO Egypt in responding to the Gaza Emergency, and others is visible to all key partners (Government, donors, UN, NGOs and the entire population).

  1. Liaise with WHO Regional Office for necessary 3 level coordination to ensure standardization of messages.

Output 2; Execution of media and communications outreach activities

iSecure good media coverage and media interviews for WCO in print, radio, and TV

iiFollow up with WHO CO designated photographers, graphic designers and media agencies for the activities and interventions of the WCO

iiiPrepare talking points and key messages for the WCO Representative for some of the interviews

ivDraft press releases to showcase the WCO response

vDraft human-interest stories, infographics and take pictures for the website, social media and other communication products

4.Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in journalism and communications
Desirable:
Studies or experience-based knowledge of communications techniques and media relations. Previous experience with a UN agency is desirable.


Experience:

Essential: At least one year experience in media and communications

Desirable: Experience in planning and executing media and communications products, including the development of written, audio and visual materials and tools. Knowledge and/or experience of WHO mandate, goals and language.

Skills/Technical skills and knowledge:

Computer literacy.

Excellent writing skills, with proven ability to write in English and Arabic in a clear and concise manner.

Basic knowledge or skills in photography, and graphic design.


Languages and level required:

English (Read – Write – Speak / Expert)

Arabic (Read – Write – Speak / Mother Tongue)

5.Location

WHO Egypt Country Office – Cairo, Egypt

6.Expected duration of contract

8 months

7.Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8.Remuneration

EGP 156,598 per month

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
