Brief of the Organization

Bandhan Konnagar formed in 2001 is a non-government, not-for-profit social development agency that operates 6 flagship programmes across 13 states in India. The organization works to address poverty and women’s empowerment. Bandhan Konnagar started as a micro-finance institution which later evolved into Bandhan Financial Services Limited and by 2015 received a license from RBI leading to the rise of Bandhan Bank Ltd. Today Bandhan Konnagar works in the areas of poverty, education, skills development, health & nutrition, safe water access, climate action, management courses, CBSE schools, and financial literacy and influences approximately the lives of around 26 lakh beneficiaries/households per year.

 

Bandhan Konnagar is the technical support partner of Bihar Rural Livelihoods Promotion Society (JEEViKA) for the implementation of Satat Jeevikoparjan Yojana (SJY), an initiative of the Government of Bihar. The project aims to empower ultra-poor households primarily belonging to SC/ST communities through diversified livelihoods, capacity building, and improved access to finance. The SJY programme is based on the pioneering model of Targeting the Hardcore Poor (THP programme-The Graduation model) & implemented by Bandhan-Konnagar since 2006 in India.

Job Description

Bandhan Konnagar has been providing Technical Assistance (TA) support services to JEEViKA under the SJY programme to ensure “best in class” Graduation model implementation and scale up. The TA support by Bandhan Konnagar consists of implementation support to JEEViKA staff, community cadre and CBOs of JEEViKA on customizing an effective “Graduation package” along with developing protocols for M&E and capacity building of the implementation team JEEViKA & transferring technical details of the implementation. As a TA provider Bandhan Konnagar is also training and providing on going coaching at multiple levels; supervisory staff (at state, district, block and panchayat level), state policy makers, CBO leaders and community cadre (MRP). A select number of JEEViKA managed CLFs are also being developed as ‘SJY centers of excellence’ under the SJY immersion site strategy for serving as learning sites for graduation approach scale-ups outside Bihar, including those of other State Rural Livelihoods Mission (SRLMs) across India, and other grassroots organizations implementing the graduation approach in India and abroad. The Bandhan Konnagar – TA team manages the field operations in the SJY intervention districts and blocks. The Deputy Team Leader, based at the technical assistance office in Patna will be responsible for overseeing the entire field operations and the district and block level including planning and monitoring of the programme in all intervention districts, coordinating with partner agencies, reporting, communication and ensure project deliverables as per the timelines.

Key Responsibility Areas

  • Develop Detailed Implementation Plan in consultation with TL-TA.
  • Coordination & liasoning with DPMs & District/blocks functionaries for Block teams for smooth implementation.
  • Monitor overall program outcome and value added as per program guideline
  • Need assessment of the Capacity building training for the DRPs/ BRPs, Households, JEEViKA staff and follow-up
  • Accessing & improving the monitoring & evaluation system to attain the program objectives
  • Developing strategies for smooth implementation and execution of project activities
  • Liaison with partner agencies for program implementation.
  • Assisting the Team Leader in reporting, communication with stakeholders, planning, scaling & policy making etc
  • Support, supervise and monitor the development of Cluster Level Federations (CLF)/ Community Institution as Centers of Excellence under the immersion site strategy.
  • Supportive supervision & monitoring of DRPs, BRP’s & TO’s
  • Oversee the implementation support provided by TA team to CLF’s, VO’s & MRPs in household endorsement, enterprise selection, enterprise set-up, group meeting etc.
  • Maintain high levels of standards of Quality circles of SJY households
  • Monthly review of the implementation progress at district level & provide updates/report to the Team Leader & JEEViKA.
  • Develop quarterly, bi annual & Annual Report along with Milestone Reports.
  • Any other responsibilities and tasks as assigned by the TL-TA

Academic Background & Experience

  • Post Graduate degree (Masters in Social Work, MA in Rural Development, MA in Sociology/Economics, MBA, others)
  • Minimum five years full-time work experience most preferably in the development sector in livelihoods promotion, community managed programs/interventions of SRLM’s, village entrepreneurship development etc.
  • Experience of leading big team & navigating multi-disciplinary projects
  • Experience of working/liaison with Government agencies/department is desirable.
  • Prior experience of working with ultra-poor households or graduation modal will get extra advantage.
