Background & Project Description
The Center for Victims of Torture (CVT) has been operating in Jordan for over 15 years, providing direct services to refugees who have experienced torture and/or conflict-related trauma. The size of the program has fluctuated, growing and shrinking to meet the needs and resources available through the different waves of conflict and refugees in the region. In recent years, as the technical capacity of the team grew and national systems strengthening became a strategic priority for many, Jordan programming has begun naturally expanding into capacity building work as well.
Objective: With the growth and change over the last 15 years of implementation, much has changed but many structures and positions have not. CVT Jordan is aiming to hire a consultant to conduct a desk assessment of current staffing structures including job families, positions, titles and job descriptions to determine what changes (if any) need to be made to meet the (1) current needs of the communities and programming and (2) future strategic plans of the program.
Scope of Work
Over the course of 30 days, the consultant will design, implement and provide a final analysis report.
The consultant is expected to work with CVT Jordan’s HR Director as well as staff such as the Country Director and the Program Manager, as well as the staff in which KIIs or FGD may be needed.
Suggested SOW (with the caveat that the consultant’s expertise will guide the details of the assessment and thus the SOW):
- Meet with program leadership to hear about staffing challenges, needs, current programming and strategic planning.
- Conduct desk assessment: review of JD’s, organograms, program plan, sustainability plan, and other HR structures.
- Conduct assessment of personnel including the current staff career structures: KIIs and/or FGDs to better understand actual work of positions.
- Based on the assessment/review, determine job specifications, training, and skills required for each position.
- Based on the assessment/review, develop tool to determine staffing needs of program and suggested changes (if applicable) to current organogram.
- Develop personalized career plans for every position based on goals, needs and available resources with strategic direction, detailing actionable and realistic activities including trainings and skills required.
- Provide recommendations for structural change by department and final report. This should include clear actionable strategy to achieve structural change, and appropriate approaches for risk resolution whilst ensuring alignment with organizational goals and objective.
- Ensure services are conducted in adherence to CVT core values and Dignity at the work place.
Qualifications/Experience
Qualifications & Professional Experience
- University degree in organizational design or human resources management in healthcare/clinical settings with a minimum of 4+ years practical experience or
- 8+ years of practical experience in organizational design, ideally with some clinical experience as a part of this
- Proven professional work experience in career services, talent acquisition, or a related field
- Ability to communicate effectively across diverse cultures with sensitivity.

Institutional Arrangement
The consultant will work under the HR Director and report directly to the US-based program manager.
