The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, non-government organizations (NGOs), civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. ADPC is a competent regional resource center and has three thematic departments: Preparedness and Climate Actions; Risk Governance; and Risk Analytics and Climate Services. In addition, ADPC works on three cross-cutting themes: Gender and Diversity; Innovation; and Regional and Transboundary Cooperation through permanent working committees. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. ADPC, through its programs, supports the implementation of national, regional, and global frameworks, including Sustainable Development Goals (SDGs), Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for Climate Change, the New Urban Agenda, as well as the recommendations and priorities of World Humanitarian Summit (WHS), etc. For details, please refer to the ADPC website at http://www.adpc.net/.

Purpose and Objectives: The “Strengthening Partnerships for Community Resilience in Indonesia and Timor-Leste (SPRINT)” project aims to support the development of disaster-ready communities in selected provinces of Indonesia and Timor-Leste through inclusive, integrated, and multidisciplinary approaches for disaster risk reduction (DRR) at local levels so that suffering and dependence on outside support will be reduced with faster recovery to future disaster events.

SPRINT is being implemented in Lampung Province, Indonesia and Ainaro Municipality, Timor-Leste from April 2023 to March 2025. These locations were selected as the project target areas considering their high-risk profile associated with recurring impacts of low-attention disasters, and limited support and reach, particularly from external agencies. The project aspires to address issues related to disaster risk reduction and climate change adaptation in target areas, build upon the existing opportunities, and enhance locally led actions through inclusive and integrated community-based disaster risk management (CBDRM) approaches. ADPC aims to enhance the institutional, leadership, technical, and organizing capacity of local organizations in the selected areas so that they can play a leading role in creating disaster-ready communities in low-attention geographies. SPRINT envisions to reduce the suffering from future disaster events, reduce the dependency of local communities and their partner organizations on external organizations, and move towards a faster and more resilient recovery aftermath of a disaster. Women and other marginalized groups are placed at the center of the planning and decision-making process throughout the project cycle.

The proposed evaluation is expected to assess how the SPRINT project, its processes, outputs, and outcomes have contributed to enhancing disaster-ready communities in the target areas in Indonesia and Timor-Leste through inclusive, integrated, and multidisciplinary approaches for DRR. The evaluation will focus on key aspects related to the objectives of the SPRINT, namely:

  • Objective 1: Build and improve the capacity of community members for integrated and inclusive disaster risk reduction;
  • Objective 2: Strengthen the capacity of the local civil society organizations (CSOs) and community-based organizations (CBOs) for supporting CBDRM;
  • Objective 3: Development of inclusive participatory community action plans by the selected communities;
  • Objective 4: Implementation of selected actions and priory implementation projects (PIPs) by the selected communities; and
  • Objective 5: Promotion of learning and South-South knowledge exchange.

The evaluation shall be guided by the six evaluation criteria developed by the Organization for Economic Co-operation and Development (OECD) Network on Development Evaluation (EvalNet), namely relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation/learning questions will be finalized through a participatory approach involving the local stakeholders, partners, and related communities, and they shall include quantitative and qualitative aspects. Further, it is expected to document the program through case studies (2 per country) using the collected data during the evaluation process.

The learnings from the evaluation and the documentation will inform community actions and future programming and shape similar projects in countries where ADPC is currently working and where there are synergies in scaling up activities.

Expected Outputs:

  • An outline of the evaluation report with a defined methodology, work plan, and timeline, including key learning questions / questionnaires for data collection in consultation with the project team. It should also include the template to be used in developing the case studies.
  • Four (4) case studies in total, given two case studies per country.
  • A final copy of the evaluation report with annexes of key information gathered such as transcripts of interviews (in local language and in English).

Responsibilities and Tasks:

The consultant is expected to assess and document the processes, mechanisms, and good practices on CBDRM related to the implementation of the SPRINT project using secondary data and primary data from Lampung Province, Indonesia and Ainaro Municipality, Timor-Leste. Therefore, it is proposed for the consultant to use the following methods to carry out the documentation and provide the analysis:

  • Desk study to review all SPRINT-related documents, including project landscape analyses, project framework, progress reports, knowledge products, meeting minutes, etc.;
  • In-depth interviews and focus group discussions with key stakeholders and beneficiaries using structured questionnaires;
  • Questionnaire surveys;
  • Interviews with key informants (who will be identified in consultation with the project team and partner agencies); and
  • Observations through field visits to project sites as possible and necessary.

Found below is a list of specific tasks expected from the consultant:

  • Design and finalize the evaluation methodology, work plan, and timeline in consultation with the ADPC project team;
  • Conduct desk research reviewing the SPRINT project documents;
  • Collect primary data through interviews and discussions;
  • Conduct field visits/observations in the target communities based on the work plan and the agreed methodology;
  • Analyze the gathered information and summarize the findings;
  • Draft and finalize the 4 case studies; and
  • Draft and finalize the evaluation report.

Working Principles:

In performing the duties and responsibilities indicated above, the consultant will be supervised by the SPRINT Project Manager under the overall guidance of the Director of Preparedness and Climate Actions (PCA) Department of ADPC. The consultant will work closely with other project team members, as applicable.

Qualifications:

Required Qualifications and Specifications

  • At least a master’s degree in public policy, international development, disaster management, emergency management, or any other relevant university degree.
  • At least ten years of experience in working with international organizations and donors.
  • Extensive expertise, knowledge, and experience in the field of disaster management, emergency response, and institutional development.
  • Experiences in carrying out documentation for similar programs and projects.
  • Excellent command of Bahasa and English, both written and spoken. Knowledge of Tetum is an advantage.
  • Excellent technical writing skills in English.

Duty Station: Home based with travel to project sites in Indonesia and Timor-Leste.
