Background

 

The Philippine Commission on Women (PCW) and Oxfam Pilipinas (OPH) have been working to recognize and support the care economy in the Philippines, contributing to the growing interest in issues of both paid and unpaid care work, which is traditionally assigned to women and girls and therefore affects their economic, educational and leisure activities, among others.

A National Care Economy Policy Framework was drafted in 2024 under one of Oxfam Pilipinas’ projects (Care Advance) and will be validated and finalized through a series of national and sub-national consultations with various stakeholders.  The Framework is envisioned to be an overall guide for national and local government agencies, civil society and the private sector in mainstreaming care work issues in their own initiatives.  The final Framework will be endorsed to the National Economic and Development Authority (NEDA), as the country’s oversight body for the Sustainable Development Goals, and will reinforce existing policies on gender equality and women’s rights.

A consultant is being sought to assist the PCW and OPH-Resilience team in integrating feedback from the national and sub-national consultations and finalizing the draft National Care Economy Policy Framework.

 

Scope of Work

The  consultant is expected to perform the following tasks:

  • Attend virtual coordination meetings with PCW and OPH    
  • Provide inputs to the draft agenda/ programme of the national and sub-national consultations for the NCEPF
  • Assist OPH in drafting a presentation on the NCEPF for the National and Sub-National Consultations
  • Attend (virtually) or review the recordings of the National and Sub-National Consultations on the NCEPF
  • Synthesize stakeholders’ feedback on the NCEPF from the consultation
  • Revise and finalize the draft NCEPF
  • Attend (virtually) or review the recordings of the Launch of the NCEPF

Period of Engagement :  July 2024 until November 2024
