POSITION TITLE: Gender Equality and Social Inclusion (GESI) Audit Consultant UNIT: AGILE REPORTS TO: Senior GESI Technical Lead

POSITION SUMMARY Winrock’s current GESI strategy is in its third and final year of implementation. While some gains have been made with regards to the overall goal of advancing GESI institutionally and programmatically, initial consultations with some staff suggest limited progress around key metrics detailed in the GESI strategy. This staff feedback, in combination with the GESI strategy’s impending expiration, also signal the need to both collect robust data on the current state of GESI at Winrock, and assess the implementation of the 2020-2023 GESI strategy. The Analytics, Gender, Inclusion, Learning and Evaluation (AGILE) Team is seeking a consultant to conduct a GESI audit, the results of which will inform an updating of the organization’s GESI policy and the design of a new 3-year strategy.

RESPONSIBILITIES

The consultant will work in partnership with the Senior GESI Technical Lead and project staff to design and carry out the GESI audit. The consultant will adopt a participatory methodology for collecting and analyzing data related to gender and social inclusion at programmatic and institutional levels. Using a consultative and collaborative approach, the consultant will: Lead the GESI audit process by: Designing an overall participatory data collection methodology Designing primary data collection tools Designing secondary data analysis tools Leading the data analysis process by: Facilitating debriefs with the Senior GESI Technical Lead and the GESI Audit Steering Committee members Analyzing and consolidating primary and secondary data collected Preparing a 5–10-page results report and accompanying PPT Tasks Outputs #of days Familiarization with Winrock’s GESI history by reviewing core documentation (i.e., GESI Policy; GESI Strategy; Winrock GESI 2021 Year in Review) N/A 0.5 Design participatory methodology (including a conceptual model) Final process guide/document 7 Design primary data collection tools Final primary and secondary data collection tools available on SharePoint Design secondary data analysis tools Final secondary data analysis tools available on SharePoint Facilitate virtual FGDs FGDs completed 10 Facilitate virtual KIIs KIIs completed Facilitate regular debriefs with the Steering Committee Team debriefs conducted 1 Analyze primary data collected and triangulate with secondary data Primary and secondary data analyzed 6 Develop 5–10-page results brief and accompanying PPT Final 5–10-page results brief and accompanying PPT 10 Total Consultancy Days 34.5 Consultant Deliverables: Final GESI audit methodology document (including hyperlinks to all data collection tools) Final data collection tools (KII and FGD guides, checklists, document review guides etc.) 5–10-page results report PPT summarizing results and key recommendations Data sets

QUALIFICATIONS

Required Graduate level degree in international ‘development’, gender and ‘development’, social science, or a related field Strong, demonstrated experience conducting GESI audits Strong, demonstrated knowledge of various GESI audit approaches Strong, demonstrated experience in participatory research methodologies Experience applying intersectional research frameworks Strong, demonstrated qualitative and/or quantitative assessment and evaluation skills, including sample design, mixed method design, instrument development, and data analysis Good presentation/facilitation skills, and excellent verbal and written communication skills Experience designing and facilitating in-person and virtual interactive and participatory meetings, workshops, and data collection and analysis sessions with diverse stakeholders Ability to deal sensitively with multicultural teams when addressing gender, diversity and inclusion issues Highly Desired Fluency in languages other than English, including Swahili, Bengali, Thai, Wolof, Zarma, Hausa, Nepali, Arabic, French, Spanish etc. Winrock is an equal opportunity employer.
