How can you make a difference?

UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an experienced Senior Consultant to undertake a landscape analysis of UNICEF country offices’ approaches to public finance in EAP. The Senior Consultant will be recruited for 42 days, and his/her responsibilities will include:

– Document and record the existing approach/business model on public finance for children that have been adopted by countries in the region, as well as the UNICEF EAP.

– Provide an overview and overall strategic directions/reflections on the regional business model on public finance in the region and its implication for the global positioning of UNICEF in the field.

– Identify strategic directions for fundraising and advocacy at country and regional level. The assessment under the present consultancy will be used to guide the implementation of the regional strategy on Public Finance for Children for the EAP at both regional and country office level. It will further serve as a basis for informing the deliberations of the GTT on UNICEF Global framework for Public Finance for Children, led by UNICEF HQ and scheduled to be completed by mid-2024.

Work Assignment:

Task 1: Documentation of the current business model in public finance at country level 

Under this task, the consultants will be expected to establish the profile of the country business models along the following criteria:

  • Balance between evidence generation and advocacy for influencing public finance
  • Human resources and financial resources
  • Capacity in the office for engaging in Public Finance
  • Leadership models – Social policy dominated; Sector dominated; Mixed
  • Partnerships in place and opportunities for synergies
  • Other

Task 2: Documentation of the current business model in public finance at regional level

Task 3: Overview and identification of strategic directions for enhanced engagement and use of public finance evidence and advocacy for accelerating results for children at country level

Task 4: Identification of strategic directions for enhanced engagement and use of public finance evidence and advocacy for accelerating results for children at regional level

Task 5: Identification of strategic opportunities for funding key accelerators under Task 3. 

Geographic focus: the Brief will focus on all UNICEF’s programme countries:

i. Twelve (12) countries in East Asia: China, Indonesia, Mongolia, Myanmar, Vietnam, Philippines, Thailand, Lao PDR, Cambodia, Timor-Leste, Malaysia, Papua New Guinea (PNG).

ii. Five (5) from the Pacific Island Countries (PICs), including: Fiji, Samoa, Tonga, Vanuatu, Solomon Islands

Methodology 

a. Desk review of documentation at regional country levels related to public finance management.

b. Development of structured interview guide/questionnaire and undertaking key informant interviews with the relevant key officials at regional country levels, including senior management, social policy teams, UNICEF partners, etc.

c. Undertake validation workshops with country office and regional office teams to present emerging findings from the assessment.

d. Preparation of regional and country office profiles.

Duration of Contract:  42 working days starting from 20 August to 30 November 2023
 

Duty Travel: This contract is home-based, with at least one travel to Bangkok. The consultant will liaise directly with UNICEF country offices to organize the collection of any necessary additional data and information.

UNICEF Regional Office will facilitate contact and engagement between the consultant and the different country offices.
 

To qualify as an advocate for every child you will have…

• Master’s degree in social sciences, economics, public policy or related field.

• Minimum 15 years of relevant work experience in public financial management (PFM). Solid knowledge of PFM instruments and proven experience with social sector budget analysis, including preparation of budget briefs, and PFM analytical reports is an asset.

• Demonstrated capacity to synthesize complex information.

• Excellent written and verbal communication skills.

• Demonstrated capacity for achievement of deadlines.

• Familiarity with the work of UNICEF in public finance for children (PF4C) is an asset.

• Knowledge of South Asia and Southeast Asia is an asset.

• Experience in participatory approach is a must as well as facilitation skills and ability to manage diversity of views in different cultural contexts.  

• Knowledge and experience in developing and implementing major change management strategies within an organization.
