Context:

Project Context and Scope

IOM’s strategic approach to the Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) focuses on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination.

Assistance to victims/survivors (herein called “victims”) of SEAH is paramount, and IOM is actively establishing and operationalizing a dedicated Fund to support this critical need. In creating this Fund, IOM will draw on established best practices and integrate these with internal mechanisms to ensure a cohesive approach. Central to this process is a victim-centered approach, prioritizing the needs, safety, and access to appropriate services for victims/survivors at every stage. The Fund will ensure that victims of sexual misconduct can access the necessary services no matter where they are, with strong procedures in place to facilitate timely and effective disbursement of funds. This Fund will also serve as an additional component of IOM’s commitment to accountability, integrity, and transparency, and its efforts to maintain a working environment free from sexual misconduct.

Organizational Department / Unit to which the Consultant is contributing:

Under the overall supervision of the IOM Senior Coordinator PSEAH and in close coordination with the Senior Governance and Protection Officer (PSEAH) and the Senior Victim Care Officer, the Consultant (Category B) will contribute to the Office of Ethics and Protection from Sexual Exploitation and Abuse and Sexual Harassment (OEP) to work closely with the IOM Protection Division and other relevant internal and external stakeholders.

Core Functions / Responsibilities:

Tasks to be performed under this contract

A. Develop a Framework for the Establishment of a Victim Assistance Fund within IOM (tasks below) – Deliverable due six weeks following start of contract (Instalment 1)

  • Map and analyze SEAH victim assistance funds managed by other agencies and organizations to identify best practices. Assess the feasibility of integrating such a Fund within existing IOM-managed assistance funds.
  • Outline the structure, objectives, and operational principles of the Fund which will cover bothvictims of sexual exploitation and abuse (SEA) and victims of sexual harassment (SH).
  • Define the key components and criteria for fund allocation and utilization for both SEA and SH.
  • Specifically, for assistance to victims of Sexual Harassment (SH), conduct an assessment ofthe services currently offered within IOM, identifying gaps and areas for improvement. This will include consultation and liaison with the Occupational Health Unit, Medical Insurance Unit, Department of Human Resources, Office of Legal Affairs, Staff Welfare Office, Office of Staff Security, Office of the Internal Oversight, Office of the Ombudsperson, Ethics and Conduct Office, etc.

B. Engage with Internal and External Stakeholders on Establishing an IOM Victim/Survivor Assistance Fund – Deliverable due four weeks following start of contract (Instalment 2)

  • As outlined above, identify and communicate best practices on existing SEA and SH victim assistance fund mechanisms or other comparable fund mechanisms managed by external stakeholders.
  • Establish a forum for internal IOM stakeholders to provide input and guidance on the operationalization of the IOM Victim Assistance Fund.
  • Facilitate discussions to align on core standards and best practices for a victim-centered approach in the governance of the IOM Fund.

C. Operationalize the SEAH Victim/Survivor Assistance Fund: – Deliverable due six weeks following start of contract (Instalment 3 – Final)

  • Create Standard Operating Procedures (SOPs), guidance and protocols to support the administration, implementation, utilization, and management of the Fund for both victims of SEA and SH, including but not limited to conducting risk assessments, define parameters for assistance services, time frame for continued support, management victim expectations, as well as create an easy-to-understand visual summarizing the process and support available, etc.
  • Ensure all guidance and processes developed support a victim -centered approach and facilitate effective Fund management.

Required Qualifications and Experience:

Education

  • An advanced degree in a relevant field is an asset but is not required.

Experience

  • Minimum ten years of experience in Prevention of Sexual Exploitation and Abuse (PSEA)and/or Sexual Harassment (SH) interventions, gender-based violence (GBV), gender equality or related field; and,
  • The consultant should highlight their experience in risk mitigation and coordination; GBV, protection programming, and/or case management; humanitarian and development budgeting and strategic resource planning in their applications.

Skills

  • Specific expertise in the operationalization, structuring, and management of grants and assistance fund mechanisms, developing governance frameworks, fund allocation strategies, and/or monitoring mechanisms is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
