Consultant – Rapporteur for DROPS Meeting, PME Network Meeting and Rapporteur Roster, UNICEF East Asia and Pacific Regional Office (EAPRO), Bangkok, Thailand

How can you make a difference?

The Programme and Planning Section, UNICEF East Asia and Pacific Regional Office is seeking rapporteurs to capture the meeting contents, main discussions, priority issues, recent developments, exchanged experiences and way forwards, and potentially required for other note taking and report writing as well. The Deputy Representatives Programme & Operations Meeting (DROPS) Meeting will take place from 3-6 June 2024 and Planning Monitoring and Evaluation (PME) Network Meeting is from 4-7 June 2024.

Work Assignment: 

Under the supervision of the Regional Chief of Programme & Planning, the rapporteur is required to provide high quality services and demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds. The rapporteur will also ensure effective and efficient provision of services, and full confidentiality in all aspects of the assignment.

The rapporteur will:

• Ensure that s/he gets familiar with the topics of the concerned meeting/s, names of countries, and organizations of participants.

• Meet before the meeting/s to define the plan, tasks and steps applied in the meeting/s.

• Document the questions/discussion/remarks/replies from interactions among speakers /facilitators and participants that link to each session.

• Document the key findings, conclusions and suggestions during the meeting/s.

• Document the action plans and follow up actions.

• Develop and write a draft report of the meeting for the organizers’ comments/reviews.

• Consolidate comments and revise the meeting report for final submission to the organizers.
              

Duration of Contract:  

The contract period for DROPS & PME Network Meetings are as per the below schedules:

• DROPS: 4 days for preparation and 4 days during the meeting period from 3-6 June 2024

• PME: 4 days for preparation and 4 days during the meeting period from 4-7 June 2024

In addition, Programme & Planning section on behalf of UNICEF EAPRO wishes to establish the Rapporteur Roster for 36 months from this recruitment and the roster validity could be extended upon the need and in alignment of the UNICEF HR guideline.

Duty Travel:  

For DROPS and PME Network meetings, Bangkok based consultant(s) is preferred.

For the Rapporteur Roster, mission travels are possible upon request from the hiring office. Once the travel is agreed, the rapporteur shall make his/her own travel arrangements (including visa, insurance, hotel and ticketing, etc.) and provide UNICEF with a price estimate and get the approval prior to travel.

Academic Qualifications

University degree in English language, international relations, or related areas.

Professional experience

• At least 2 years of progressively responsible experience with an international organization.

• Excellent oral and interpersonal communication skills in English.

• Sets high standards for quality of work and consistently achieves project goals.

• Excellent communication and interpersonal skills.

• Ability to work under pressure in an organized and systematic way.

• Ability to work unsupervised and independently.

• Willingness to cooperate with country focal points to facilitate their outputs.

• Able to maintain attention for extended periods of time and to maintain high quality outputs.

• Demonstrated ability to work as part of a team.

• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.

Specific experience relevant to requirement of the assignment

• 3 years of working experience in similar assignment as Rapporteur and report writing with proven track record.

• Previous experience of working in East Asia and Pacific is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
