EnCompass LLC is seeking a consultant to serve as Team Leader for a mid-term evaluation of the health portfolio supported by USAID/Senegal. We are looking for a consultant with experience in evaluating health portfolios.
The position involves travel to Dakar, Senegal and may include travel within Senegal.
EnCompass LLC implements the USAID-funded contract, Monitoring, Evaluation, and Learning in Senegal Platform (the Platform) in partnership with MSI. The purpose of the Platform is to support USAID/Senegal in its performance management and contribute to building a sustainable MEL culture in Senegal through holistic engagement and strengthening of local practitioners and institutions. The Platform will provide evidence-based decision-making to support adaptive management in the Mission, engage USAID partners in their efforts to continuously improve, and provide capacity-strengthening to local partners and MEL service providers.
The Platform is leading a mid-term evaluation of Mission’s health portfolio, which includes strengthening health systems, malaria, community health, service delivery, family planning and maternal, neonatal, child, and adolescent health. The purpose of the evaluation is to assess progress to date and identify improvements that will facilitate the attainment of planned results of activities. The evaluation will help to review and assess the soundness of the portfolio’s strategic approaches and the quality of the management of the health mechanisms, including field support.

EnCompass LLC recherche un consultant pour servir de Chef d’Équipe afin de faire une évaluation à mi-parcours du portefeuille des programmes de santé de la Mission de USAID au Sénégal. Nous recherchons un consultant ayant une expérience avec les secteurs de santé.
Le poste comprend un déplacement à Dakar, Sénégal et peut inclure des déplacements dans les régions intérieures du Sénégal.
EnCompass LLC met en œuvre la Plateforme Suivi, Évaluation, et Apprentissage au Sénégal (la Plateforme), financé par l’USAID en partenariat avec MSI. L’objectif de la Plateforme est de soutenir l’USAID/Sénégal dans sa gestion des performances et de contribuer à l’instauration d’une culture MEL durable au Sénégal, grâce à un engagement holistique et au renforcement des acteurs et des institutions locales. La Plateforme facilitera la prise de décisions fondées sur des données probantes pour soutenir la gestion adaptative de la mission, engagera les partenaires de l’USAID dans leurs efforts d’amélioration continue, et fournira un renforcement des capacités aux partenaires locaux et aux fournisseurs de services MEL.
La Plateforme mènera une évaluation à mi-parcours du portefeuille de santé de la Mission, y compris les systèmes de santé, le paludisme, la santé communautaire, la prestation de services, la planification familiale et la santé maternelle, néonatale, infantile et adolescente. Cette évaluation examinera les progrès réalisés à ce jour et identifiera les améliorations qui faciliteront l’atteinte des résultats prévus du portefeuille de santé après deux ans de mise en œuvre. L’évaluation permettra de revoir et d’apprécier le bien-fondé des approches stratégiques du projet santé et la qualité de la gestion des dispositifs de santé y compris les appuis.
